The IT Portfolio Manager is responsible for managing one or more IT Programs; ensuring program strategic alignment, program planning and scheduling, program capital budgeting and forecasting, program stakeholder management and program governance adherence. The IT Portfolio Manager engages with business and IT stakeholders in the planning of annual program projects, monitoring the program throughout the year and revising plans and associate funding during Optum Capital reporting cycles. The Portfolio Manager enforces quality practices and procedures with the programs and projects they manage, and identifies, responds, and assists with risks, issues, and project changes. The IT Portfolio Manager serves as a mentor for the IT Project Managers and other IT Portfolio Managers. Primary Responsibilities:Strategic Program Management Performs program assessments by defining program objectives, requirements, and risks in order to ensure sponsors and stakeholders are aligned with business and technology strategic plans, objectives and priorities Establish annual high-level roadmaps milestones and preliminary estimate schedule and cost baselines with stakeholder commitment Evaluate the IT organizational capability and capacity through consulting with IT stakeholders in order to develop, validate, and assess the program objectives, priority, feasibility, readiness and alignment to WellMed strategies Estimate the high level financial benefits and Rough Order of Magnitude (ROM) costs within planning and cost/benefit analysis (CBA) documentation in order to obtain program funding Ensure each project level CBA is aligned to the program CBAProgram planning and scheduling Translate and decompose high level program scope into project scope Awareness and coordination of upstream predecessor and downstream dependent projects within the program or across programs Develop high level annual program plan, including, including project start dates, milestones and project end date Ensure projects are started according to plan or with revised scope and ROM costs discovered before approval Act as an escalation point for project managers within the programs managed; including impact assessment of project resource, schedule and cost issues Act as a team lead in the demand management of assigned programsProgram Capital Budget and Forecasting Ensures monthly accuracy of program level data and resolves with project managers and demand team members to resolve issues Ensures timely and accurate Program CBA updates and program financial forecastingStakeholder Management Identifies sponsors and other stakeholder of the program Monthly, communicates program status of initiated programs and program planned projects in the demand backlog Builds constructive and trusting relationships that lead to program outcomesGovernance Adherence Understand and represent the purpose and function of the governance gates and reporting cycles Ensure all program planning is in accordance with Optum Reporting and WellMed Governance Gates Mentoring project managers of schedule impacts to project governance Review and advise as needed, on all project-level policy and procedures within the programs assigned Maintain Program level policies and procedure education and adherencePerforms all other related duties as assigned
Required Qualifications:Undergraduate in Information Systems degree or related technical field degree or equivalent experience (8 additional years of comparable work experience beyond the required years of experience may be substituted in lieu of a bachelor's degree) Project Management Professional (PMP) or other portfolio, program or project management certification Eight years of project management experience leading technical projects, including development and execution Five years' experience working all aspects of the System Development Life Cycle Five years' experience data gathering/performing system analysis and developing/writing system requirements Three years' experience in EMR/ Physician Practice Management, HMO Claims/Platform systems, or other healthcare software implementation experience Proficiency of both theoretical and practical aspects of project management including tools and techniques Broad understanding of at least one of the following key areas of the healthcare business including Payer, Claims, Clinical Care, and Health Care Economics Proficiency with developing requirements and performing system analysis Proficiency with various system development lifecycles such as waterfall, RUP, and Agile methods Familiar with process engineering methodologies Preferred Qualifications:Proficiency with MS Office (Including Word, Excel, Outlook, PowerPoint, Access) Proficiency with MS Project and MS Visio Experience with Service Now or other enterprise PPM softwareCareers with WellMed.
