The main functions of this position are to perform moderately complex management and oversight of activities for daily operations of the Investigations Unit and its program. This position works under the direction of the City Safety Manager with extensive latitude for the use of initiative and independent judgment. The work involves establishing short, mid-, or long-term goals and objectives, developing guidelines procedures, rules, and regulations; developing schedules, priorities, and standards for achieving established goals of the Investigation Unit that align with that of Office of Risk Management. The work also includes coordinating and evaluating program activities; and developing and evaluating budget requests. The Investigation Manager will plan, assign, and supervise the work of the Incident Investigators and Safety Specialists.
Provides training. investigation and record keeping to ensure an effective loss control program.
Determine classifications and points for collisions.
Manages operational activities of the Incident Investigators and Safety Specialists
Oversees training and development of Incident Investigators and Safety Specialists
Manages implementation of proper procedures for conducting accident, injury and near-miss investigations
Assists Dallas Police and Fire Rescue Safety Units in interpreting safety data for analyzing and implementing risk control programs
Develops and monitor performance plans
Provides leadership and guidance for daily operations and in understanding related Administrative Directives, and safety/loss prevention programs for proper dissemination and implementation citywide.
Manages the Implementation of the safety/loss prevention programs and monitor for proper administration; coordinates necessary changes to maintain program's relevancy in reducing and/or eliminating Injuries and accidents while improving City operations
Evaluates related administrative directives. policies and procedures for relevancy and manages the process for dissemination, clarification and revision for proper implementation for adherence.
Works closely with Safety Unit in analyzing safety data on training, collisions. injuries. Job Safety Analysis, Gap Analysis and develop short, mid and long-tern goals for strategies to reduce exposures.
Assist with preparation of the annual safety budget.
Ability to maximize department resources by scheduling and prioritizing work and the use of time management.
Other duties as assigned
Four (4) years professional-level experience in the field of Law Enforcement traffic investigations, Safety Management, Fleet Management, Military Investigations, claims liability investigations, fire arson investigations, forensic investigations, criminal investigations, and/or Accident Investigation or Accident
Two (2) years of the required experience must have been in supervisory/management capacity with responsibility for a team conducting law enforcement traffic investigations, safety, fleet management, military investigations, claims liability investigations, fire arson investigations, forensic investigations, criminal investigations and/or Accident Investigations or Accident reconstructions, budgeting, performance measures, internal audits and development/implementation of policies and procedures.
Knowledge, Skills & Abilities
Knowledge of State of Texas traffic code, and Federal DOT regulations is essential.
