Finance and Administration (F&A) is a service organization responsible for the planning, management, and accountability of the business, financial, and physical resources of UCAR, with a collective emphasis on excellence in customer service.
What You Will Do
Reporting to the manager of Subcontracts and Procurement within the F&A department, the Contract Administrator III is responsible for the preparation, review, negotiation and administration of complex, multi-phased prime contracts, grants and cooperative agreements, and other contractual instruments. The Contract Administrator serves as a Team Lead and mentor to other Contract Administrators and provides training on processes, procedures, compliance issues, and other related topics.
Responsibilities of this position include:
Administers all aspects of request for proposal solicitation and subcontract preparation, evaluation, negotiation, award, and monitoring.
Analyzes and negotiates terms and conditions of complex subcontracts, leases, and other types of procurement documents.
Ensures compliance with procurement policies, procedures, and applicable laws. Interprets all UCAR agreements, the Federal Acquisition Regulations (FAR), OMB Uniform Guidance, and other applicable regulations and laws.
Reviews contracts and agreements for export, liability and risk, intellectual property, legal sufficiency, and compliance with applicable laws, regulations, and UCAR policies.
Performs in-depth price/cost analysis using a number of variables and methods to determine the reasonableness of proposed pricing.
Coordinates all aspects of the procurement effort for major procurement projects.
Serves as a liaison with outside agencies, other funding sources, as well as with internal management, corporate attorneys, and other UCAR personnel.
Works closely with contract, financial, budget, and lab/program personnel to resolve issues related to contract provisions.
What You Need (Minimum requirements)
Experience reviewing, preparing and/or monitoring of procurement contracts, auditing financial/grant/service contracts, auditing and reviewing proposed contracts/grants, subcontracts, cooperative agreements, and/ or monitoring and evaluating compliance.
Expertise of the Federal Acquisition Regulations, Code of Federal Regulations, 2 CFR 200 and Office of Management and Budget Circulars, industry contract practices, and other regulatory requirements.
Advanced knowledge of export, patent, copyright, and technology transfer regulations.
Expertise in identifying liability, risk, export, intellectual property issues, and proposing solutions.
Working knowledge of basic not-of-profit accounting, budgeting and proposal process, including the application of indirect rates and fees.
Ability to interact successfully with all levels of management, scientific and administrative staff both within and external to UCAR.
Advanced skill in coaching, training, and mentoring personnel.
Bachelor’s degree in Business or Public Administration and at least eight years of government or commercial contracts experience or an equivalent combination of education and experience.
Knowledge of government funding environment and complex non-profit requirements.
