The City of Berkeley is currently accepting applications for Health Services Program Specialist used within the Health, Housing and Community Services (HHCS) department. This position is utilized in both the Public and Mental Health divisions and is responsible for the coordination, implementation, supervision, and evaluation of a specialized health program.
Positions assigned to the Public Health Division: Public Health utilizes HSPSs within multiple programs such as Community Preparedness, Oral Health, Public Health Clinic, the School Based Health Center at Berkeley High School, and Sugar Sweetened Beverage Program. There is currently one career, full-time position created establish a Local Oral Health Program and performs functions to meet needs of the Child Health and Disability Prevention Program. This HSPS serves in the role of the Oral Health Program Coordinator. The HSPS coordinates day-to-day activities of state and local grants, including program planning, implementing activities related to the community needs assessment; engaging with key stakeholders in development of Advisory Council; convening and leading Advisory Council meetings, leading implementation of program objectives; supervising the Community Health Worker Specialist; outreach and materials development, tracks and approves funding expenditures (in conjunction with Senior Health Services Program Specialist) and production of sub-contracts.
Positions assigned to the Mental Health Division: Mental Health utilizes HSPSs in Crisis Services, Homeless and Outreach Treatment Team (HOTT), and Mental Health Services Act Unit. The HSPS write the Mental Health Services Act Plan and related annual updates, gather and incorporate data for the programs funded within the plan, and interface with Mental Health Services Act contractors; contract related tasks such as writing RFPs, contracts, and contract amendments. Positions in Mental Health will also facilitate committees, host multicultural events within the community and at Berkeley Mental Health, and may work with Human Resources to develop and organize Mental Health staff trainings. Position may serve as Secretary to the Mental Health Commission.
Typical duties include:
Supervises or performs program planning activities, including development of procedures for operation and evaluation, and fiscal and budgetary administration. Liaise with program personnel to assure proper integration of program planning and evaluation with program operation
Supervises or performs program evaluation studies, either on a regular or as needed basis. Develops and interprets various data using a variety of evaluation techniques and makes recommendations based on the results
Coordinates program activities with other department or agency programs, and consults with other agencies, community groups and concerned individuals in overall operations and continued development of the program(s); monitors and evaluates service for development of an improved program(s), and for compliance with state regulations
Develops or expands grant proposals consistent with program objectives
Prepares reports related to program activities, including budgetary and administrative reports; writes memoranda and correspondence; provides for and maintains a record keeping system
May supervise the activities of professional, paraprofessional, and clerical personnel; provides for in-service training or orientation as needed, and evaluates work performance
May work with other agency program staff, grantor or grantee agency staff to establish program planning and evaluation methods and techniques
Meets with civic groups and organizations to promote program participation and support
Participates in the selection, training, and evaluation of program personnel
EDUCATION: Equivalent to graduation from a college or university with major course work in public health, health or social-services related field, or health-related public policy.
EXPERIENCE: Two years of experience as a health/social services professional. One year supervisory experience which has included budget and program development is desirable.
OTHER REQUIREMENTS Must be willing to work evenings and weekends and be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. For automobile travel, a valid California driver's license and satisfactory driving record are required.
