We are hiring a Senior Construction Program/Project Manager that will assist the Construction Services National Practice Leader in identifying, pursuing and executing major Wastewater Treatment Plant (WWTP) projects nationally. Areas of concentration are the Northeast (New York City, Boston, Philadelphia), Mid-Atlantic (Washington DC, Northern Virginia, Hampton Roads), Mid-West (Pittsburgh, Cleveland, Detroit, Chicago), Southeast (Florida), and West (So. California).
In addition to immediately engaging in the technical oversight of our active WWTP projects, the individual will be responsible to bring existing backlog of projects on line and lead market research and pursuits. We would expect the individual to be recognized in the industry as a subject matter expect in WWTP construction including pre-construction, bid and award, construction and commissioning phase activities.
Maintain ultimate responsibility for delivery of project quality and safety:
Develop, maintain, distribute, and update project-specific Project Management Plan, including Health and Safety Plans and Quality Management Plans.
Conduct safety meetings and training programs to ensure safety requirements are met.
Coordinate audits of quality management processes and procedures.
Sustain continuous improvement for all processes.
Review project proposal and scope of work to determine schedule, funding limitations, procedures for accomplishing project, assisting in contract negotiations, as required.
Establish work plan for large and complex projects, arrange for staffing for each phase of project, including subcontractor engagement.
Coordinate project with activities of government regulatory or other government agencies.
Direct and coordinate activities of project personnel to ensure progress remains on schedule and within prescribed budget.
Review status reports prepared by project personnel and modify schedules or plans, as required.
Prepare project reports for management, client, or others.
Confer with project personnel to provide technical advice and resolve problems.
Generate and/or approve purchase orders, invoices, credits; review time sheets.
Attend job, principals, CM/Design coordination meetings, and most technical meetings.
Oversee coordination of staging, and shutdown/start-up operations to ensure uninterrupted maintenance of facility operations.
Talent Identification, Acquisition, and Development
This senior level Program/Project Manager will work as a Regional Practice Leader with national reach in helping to identify, acquire, and develop experts and emerging talent in core practice areas. This individual identifies talent by leveraging and expanding existing networks and acquires talent by participating in interviews, meeting with perspective talent, and helping promote Michael Baker’s employment brand.
Actively identifies and recruits industry talent as needed for strategic pursuits and projects.
Shares technical expertise to develop the skillsets of Michael Baker RPLs and other employees within key practice areas.
The Waste Water Treatment Plant (WWTP) Leader provides superior client engagement to existing Michael Baker International key clients. The Leader must be able to build rapport and establish positive relationships with existing and prospective Michael Baker clients. The Leader leverages existing relationships to help create new opportunities for Michael Baker International.
Builds positive working relationships with existing and prospective clients.
Works to understand each key client’s unique existing and potential challenges and opportunities through positive working relationships with clients.
Ensures client satisfaction on key projects and existing Michael Baker services.
Engages in regular interaction with existing and prospective clients to conduct progress reports on overall performance of key projects; helps to repair client relationships when client satisfaction challenges emerge.
Adheres to and executes Michael Baker’s established processes for Client Engagement.
The WWTP Leader is responsible for driving growth by participating in and leading strategic pursuits, establishing Michael Baker International as a technical leader/expert in the industry and key markets, and by actively seeking to identify how Michael Baker can expand into new markets.
Identifies, provides technical oversight, and leads key strategic pursuits at the national and regional levels; provides thought leadership and technical expertise to Regional Practice Leaders (RPLs) or other pursuit leads before, during, and after pursuit.
Initiates and leads efforts to sell Michael Baker’s practice and technical services to emerging markets within Michael Baker’s regions while supporting established Regions and offices with identifying new work added (NWA) and existing services within the regions.
Promotes Michael Baker at a national level to sell services and provide key differentiators to prospective clients and teaming partners.
Seeks to understand technological advances and changing political (e.g., federal, state, local laws and regulations) landscapes that could impact Michael Baker’s ability to pursue and deliver work to existing and new markets/industries. Identifies opportunities for Michael Baker to expand and/or deliver new or additional services.
Identifies new geographic regions of growth to support expanding the core Practice services, including new clients.
Understands Michael Baker competitor services and offerings; actively seeks to build Michael Baker’s technical services to be comparable with and/or superior to competitor’s consulting service offerings.
Travels to regions to support and participant in strategic pursuits and presentations. Market Research and Analysis.
Demonstrated experience in mentoring and growing staff, strong leadership skills, past training/coaching experience, strategic business planning and strong industry client and teaming partnership contacts and established relationships.
Experience & Qualifications:
Ideal candidate will have:
Proven Project Management experience.
20+ Years managing construction of wastewater treatment plants and vertical construction is preferred. Green infrastructure construction experience a plus.
Comprehensive understanding of wastewater treatment engineering, processes, systems, and operations.
Substantial experience delivering large projects (valued at > $200 M construction contracts).
Demonstrated proficiency in project safety, scheduling (CPM scheduling, Primavera, Microsoft Project), staffing, cost estimating, risk management, quality management, and project/document controls.
Ability to manage various levels and numbers of staff, including proven approach to staff on-boarding.
Aptitude for communicating with owner/client staff, contractors, and subconsultants.
Commitment to and confirmed track record of safely delivering projects on time, under budget, and of the utmost quality.
Dedication to project goals, client satisfaction, corporate aspirations, business development, growth objectives, staff development, and operational excellence.
Willingness and ability to travel and/or relocate as needed for business needs and project assignments.
Four-year degree preferred in Civil Engineering, Construction Management, and/or related field.
Professional Engineer (PE) required.
Construction Management Association of America (CMAA) Certified Construction Manager (CCM) preferred.
