Within our small high tech company, this full time position has sole responsibility for all aspects of contract and sub-contract administration for SSC. Reports directly to the Company President but interacts daily with technical and finance staff as well as customers, other government officials and sub-contractors. Must have strong analytical, organizational, communication and interpersonal skills plus a working knowledge of contract finance and experience with various contract types: FFP, LOE, T&M, and CPFF. Strong knowledge of FAR, DFARS required.
Responsibilities For contracts: Review draft contract awards or modifications from customers; negotiate terms where necessary; obtain signatures for full execution. Request contract modifications for time extensions, incremental funding and corrections where needed. Draft and distribute internal Operations Directives to finance and project staff. Create and maintain permanent files for all contracts and related documents. Perform document review and edit contract deliverables ensuring compliance with CDRLs. For subcontracts: Draft and issue RFP’s to subcontractors. Develop Statements of Work with technical staff. Evaluate subcontractor proposals to ensure compliance with RFP; perform cost and price analysis; and negotiate price as necessary. Interface with Government Contracting Officer regarding subcontractors’ proposals. Draft and issue subcontract documents including subcontract modifications for incremental funding increases, no-cost extensions, additional tasking, termination, de-obligation of excess funding. Draft and submit for Government approval changes to existing subcontracts.
