Rutgers, The State University of New Jersey, is seeking a Sponsored Programs Auditor for Grant & Contract Accounting (GCA), part of ORED. Reporting to the assistant director, the incumbent in this position assists efforts to increase compliance to university, federal, state and industry research standards in OMB Circular 2 CFR Part 200, in part through sub-award monitoring, effort certification, cost-transfers, and after-the-fact monitoring of financial and other post-award administration activities.
Among the key duties of the position are the following:
Conducts audits and monitoring programs of post-award administration activities to ensure compliance with governing policies, procedures and regulations.
Performs financial, operational and compliance audits of sponsored programs.
Assists in the planning and designing of tests to validate control strengths and documenting weaknesses as possible reportable findings.
Proactively designs, implements and evaluates the effectiveness of post-award internal controls.
Performs annual sub-award audit procedures on all subrecipients of sponsored program funding from federal, state, local, or pass-through sources.
Develops, executes and completes annual audit work plans for sub-awards involving grants and contracts across university departments, under the direction of the assistant director.
Supports the effort certification & reporting process throughout the entire effort lifecycle.
Conducts after-the-fact compliance audits of certified effort statements.
Assists with help desk activities during peak periods.
Minimum Education and Experience:
Bachelor's degree with a major in accounting, business management or related field, or an equivalent combination of education and/or experience
A minimum of two (2) years of professional auditing or compliance experience with familiarity in auditing complex organizations
Required Knowledge, Skills, and Abilities:
Solid background knowledge of accounting and auditing principles
Ability to demonstrate wide knowledge of auditing techniques and choose the appropriate method depending on the circumstances
Experience in sponsored program administration in a university setting, with working knowledge of OMB Circular 2 CFR, Part 200.
