Position Summary: The Manager of Educator Programs provides management and coordination of UC's educator preparation and professional development programs, including the California Subject Matter Project (CSMP), a statewide professional development program for K-12 teachers administered by UCOP. Uses advanced operational concepts and organization objectives to research and resolve complex policy, program, and administrative issues. Develops and maintains high quality program-specific communications and information, including briefings, reports, and websites. Exercises judgment in selecting methods, techniques and evaluation criteria for obtaining results. Develops and oversees the implementation of new programs and processes and serves as a programmatic resource for project leadership and staff across California. Represents UC educator programs in departmental, UCOP, and external constituent committees.

Duty 1: Develops and advocates solutions to system issues, including developing and administering new systems, policies, processes, or programs. Independently plans, coordinates, and participates in important statewide program meetings and events. Researches, prepares, and presents program, policy and administrative information at statewide and other meetings. Provides analyses for complex budget, financial, academic, data, systems and resource projects working directly with all levels of managers. Maintains a high level working knowledge about program and policy issues related to educator preparation, and professional development and identifies and recommends changes and opportunities for program improvement and growth. In collaboration with the executive director, campus and project leaders, coordinates the development and implementation of strategic plans that support program actions. Coordinates the development of proposals for extramural funding from state and federal sources and private organizations and foundations to support projects' infrastructure and program activities. Coordinates with budget and contracts and grants staff in DE, UCOP, and the California Department of Education to ensure timely preparation, approval and dissemination of interagency and campus agreements for CSMP funding. Supports the executive director in all areas and is responsible for representing the programs for the executive director when necessary. Makes high level contacts of a sensitive nature, internally and externally requiring discretion and diplomacy in order to negotiate with or persuade officials to adopt the proposed solution. Serves as a resource to program executive directors, project directors, coordinators, faculty and other professionals throughout the state. Duty 2: Provides highly complex analyses, and makes recommendations on policy, program and administrative issues related to educator preparation and professional development. Develops proposals and recommendations to guide and support a broader strategic direction for educator preparation programs and CSMP. Researches and summarizes best practices in field. Coordinates state and federal legislative analysis on proposed legislation and other regulatory issues that impact teaching and learning and serves as the primary liaison with IMPAC, State Government Relations, and Federal Government Relations. Collaborates with program leaders and campus administrators on synthesizing and analyzing campus reports and developing mechanisms for providing feedback on program development and progress. Formulates performance indicators and reporting to ensure compliance with legislative mandates for CalTeach and CSMP. Proposes, leads and/or participates on policy and planning committees and working groups. Function:Policy Analysis and Accountability Percent: 25
Duty 3: Develops and coordinates policy and programmatic communications to stakeholders both internally and externally for accountability and raising the visibility of UC's work related to educator preparation and professional development. Independently develops and maintains quality, program-specific communications and information about educator preparation programs and the CSMP. Collaborates with ITS and/or website developers to coordinate the development and maintenance of educator programs websites. Researches and drafts correspondence, briefings, and reports in response to inquiries from educational leaders, policymakers, campus/site directors, and others. Function:Communications Percent: 20
Duty 4: Leads and directs a wide variety of projects and follows through with all levels of staff and individuals inside and outside the organization. Performs complex analyses of information and data program initiatives and continuous improvement. Function:Special Projects Percent: 15
Job Requirements Bachelor's degree in related area and/or equivalent experience/training.
Advanced knowledge of state and federal education policy, including issues related to teacher certification, educator professional development, K-12 subject matter standards, pedagogy, student assessment and school accountability mechanisms.
Energetic, innovative, creative, self-starter, problem-solver and results-oriented individual.
Excellent analytical and problem-solving skills.
Strong communication and interpersonal skills to communicate effectively with all levels of staff and influence, both verbally and in writing. Ability to use discretion and maintain all confidentiality. Political acumen to negotiate sensitive intercampus and intersegmental relations.
Intermediate to advanced knowledge of common organization-specific computer applications.
Experience in working with diverse communities, constituents, stakeholders, or clients.
Advanced skills in long-range planning and project management and the organizational skills to coordinate and prioritize a broad range of commitments, set and meet competing deadlines, and establish systems to effectively track projects and other information. Required
Advanced degree (Masters, EdD, PhD) in education, public administration or public policy preferred.
Experience as a K-12 teacher, university faculty, or school administrator preferred.
Advanced knowledge of the organization, its vision, mission, goals, objectives, achievements, issues of concern and infrastructure. General knowledge of the University's diversity, equity, outreach and inclusion efforts preferred. Preferred
