The Senior Manager, Procurement & Subcontracts will be responsible for the organization, implementation, and supervision of the enterprise-wide procurement system in accordance with contract and regulatory requirements. Manage and coordinate the full range of activities across all business units to include: Subcontracts, Purchasing, Headquarters Procurement Support, as well as the “Front End” of the business procurement support as it pertains to Bids & Proposal, and the utilization of Small Businesses. Review all program requirements, ensuring compliance with laws, regulations, and contractual obligations and assist in the development of new acquisition strategies and techniques to facilitate efficiencies in the procurement and subcontract process. Provide interpretation of contract requirements, the Federal Acquisition Regulation (FAR), and other regulatory and legal requirements. Compile and analyze statistical data to determine feasibility of buying products/services to establish price objectives and total cost of ownership (TCO). Confer with suppliers and analyze suppliers' operations to determine factors that affect prices and determine lowest cost consistent with quality, reliability, and ability to meet required schedules. Review proposals, negotiate prices, select or recommend suppliers, analyze trends, follow up on orders placed, verify delivery, approve payments, and maintain necessary records. Partner with peers in supply chain and other business support functional groups to identify key synergies and process improvements. Work with cross functional teams to facilitate awareness and training related to procurement and subcontract requirements. May prepare bid packages. May issue purchase orders and subcontracts. May assist Director of Global Procurement in enterprise level process improvement activities, M&A activities and development of key strategies to support business objectives.

Manages the procurement staff at the Headquarters site.
Manage and coordinate the full range of activities in Subcontracts and Purchasing, as well as procurement support as it pertains to Bids & Proposal, the utilization of Small Businesses and Corporate credit card programs.
Lead complex negotiations with global strategic and preferred suppliers to maximize benefits across IAP and its affiliate
Establish a strong network and foster collaboration with internal business partners, suppliers, key stakeholders, and procurement team members
Provides support for activities related to the procurement function to include subcontracts for on-site and forward deployed personnel
Prepares and communicates training regarding purchasing systems and work instructions
Develop and maintain robust process for evaluating supplier and subcontractor quotations and performance to ensure quality, price, delivery and service
Design, implement, manage, and monitor procurement reporting systems to meet company requirements.
Document and ensure system signature authority levels for all procurement personnel
Provide new hire training to include forward deployed buyers and subcontract administrators
Prepares and review subcontracts, bids, proposals and supplier agreements for legal terms, price and acceptability of offer to specifications
Ensure robust talent pipeline for procurement and subcontracts, create and execute development plans
Plans, establishes, analyzes, and performs cradle to grave procurement documents, prepares solicitations, receives, reviews and evaluates proposals to ensure price competition exists, as well as makes recommendation for awards, awards procurement documents and performs post award administration and management
Assists Director, Global Procurement in the review of procurement programs, ensuring compatibility with laws, regulations, and sub contractual obligations
Assists in developing new acquisition strategies and techniques to facilitate implementation of policy changes
Provides research, advice, and interpretation of subcontract requirements, and the FAR
Ensures compliance with ISO 9000 and AS9100 purchasing standards, adapting local purchasing & subcontracting policies accordingly
Assists Business Development in proposal preparation, costing, selection of teamed subcontractors, as well as solicits pricing and prepares RFP & RFQ packages for pricing and inclusion into proposal
Works with corporate Small Business Program personnel to ensure Small Business Subcontracting Plan is prepared to meet solicitation requirements as well as assisting the programs to ensure proper management of suppliers and subcontractors are meeting or exceeding socioeconomic goals
Performs cradle to grave Subcontracts Administration on complex services and construction type procurements
Assists in internal self-assessment reviews to ensure compliance to policies and procedures as well as Prime Contract requirements IAW FAR/DFAR
Assists in the writing of Desktop Procedures and Work Instructions relative to Supply Chain Management
Responsible for data collection, tracking, and reporting of purchasing and subcontract goals and achievements
Reviews subcontract activity to ensure compliance with schedules, terms, cost objectives, etc., and regularly report the status of procurement activities to the Government
Reviews subcontract performance to ensure compliance with terms, schedules, and accurate invoicing for services receive
Analyzes and provides solutions to a variety of procurement issues.
Investigate, analyze and resolve technical and complex problems.
Level of Supervision:
Accomplish results through lower level subordinate managers or through experienced exempt employees who exercise significant latitude and independence in their assignments. Actively involved in daily operations to support on-site Procurement Managers, Buyers, and Subcontract Managers domestically and internationally.
Education and Experience:
Bachelors Degree in Procurement, Business, Accounting, Finance, Supply Chain Management or related field.
Fifteen (15) years of progressive government and/or private sector purchasing and subcontract administration experience, five (5) years of which must have been in a management level position.
License and Certifications:
Current NCMA/ISM/APS membership preferred. NCMA CFCM or CPCM highly desired.
