This position is responsible for providing executive level planning, direction and management of multi-million dollar programs of the Virginia Small Business Financing Authority (VSBFA) as a part of the Department of Small Business and Supplier Diversity (DSBSD). The position is responsible for the oversight of both federal and state loan/grant programs and is responsible for ensuring all state and federal regulations are met. It is the responsibility of the successful candidate to manage the VSBFA loan/grant portfolio for compliance and ensure deployment metrics are achieved. This position is responsible for the development of relationships with local banks, other state agencies, federal agencies, local and regional economic development officials as well as external stakeholder groups. This position serves as the liaison to the VSBFA Board of Directors and is responsible for ensuring all posting and operational guidelines are met. This position has oversight responsibilities for all VSBFA audits as well as reporting requirements at both the state and federal level. This position will be involved in strategy development, budget development, and legislative priority development for the division.
Extensive knowledge of state government financial management processes; budget development, execution, monitoring and analysis; state and federal policies and procedures for accounting and reporting. Proven ability to think, plan, direct, and perform strategically, to develop measurable goals and to move a team toward the accomplishment of those goals. Previous experience in commercial credit underwriting, portfolio management, and credit policy development. Considerable knowledge of public and private sector financing programs throughout Virginia. Proven ability to work independently with minimal direction and oversight. Demonstrated knowledge of techniques for analysis of complex financial data, financial transactions and preparation of financial reports. Extensive quantitative and analytical skills. Superior interpersonal, verbal, and written communication skills. Effective in training and conducting presentations. Considerable skill in the use of computers, Microsoft Office Suite, and various software. Ability to apply knowledge of auditing and financial information systems. Ability to analyze, develop and implement state policies, procedures, plans and legislative actions. Ability to foster teamwork; work effectively and collaboratively as a member of senior leadership. Proven ability to develop and nurture relationships with partners and allies, including an active board of directors. A criminal history check and completion of an annual Statement of Economic Interest will be required for the selected applicant. Some travel required.
