About the Job We are currently recruiting for a Purchasing Agent for our Finance and Acquisition Services Team. In our team environment, you'll be responsible for planning, performing and reviewing the work processes for purchasing, renting, leasing materials, supplies, equipment and services for the District. You'll also schedule and coordinate formal and informal bid solicitation packages, assisting internal customers in administration of contracts.
The following is a list of just some of the things you will be working on:
Review and analyze requisitions to determine the most effective purchase acquisition method and procedures;
Conduct bid openings; analyze bids and proposals, including performing price and cost analyses;
Coordinate and follow up on formal bidding process to ensure that deadlines are met and required processes are followed in conformance with procurement rules and regulations and District policies and procedures;
Develop or oversee the development of District terms and conditions that govern purchases of all types of goods and services;
Participate in activities related to warehouse operations including receipt and issuance of materials, materials inspection, and inventory maintenance.
Administer the risk management program, including monitoring and analyzing liability and property coverage;
Develop, review, and administer contractual and indemnity plan requirements; review contracts, basic license agreements, and other agreements for compliance with requirements.
Administer the District's Cal Card program.

A typical way to acquire the knowledge, skills and abilities for this position include:
Education and Experience:
Completion of four years' college or its equivalent in business, accounting, public administration, or a related field, and four years' increasingly responsible journey-level public sector purchasing experience. Additional applicable purchasing experience may be substituted for the required education on a year-for-year basis, to a maximum of two years.
Must have knowledge of public sector purchasing principles and best practices, including legal aspects of public purchasing, contract negotiations, minority vendor development practices.
Knowledge of risk management principles and practices including resolving disputes and claims.
Ability to analyze technical purchasing problems, complex specifications and proposals and perform cost and price analyses and job cost allocations.
Ability to prepare clear and concise written materials, including proposals, specifications, correspondence, and reports.
Have excellent customer service skills and can work effectively in a team based organization that focuses on continuous improvement; demonstrate strong two-way communication skills, including the ability to listen, explain and facilitate.
Must possess a valid Class C California driver's license, have and maintain a satisfactory driving record, and be insurable by the District to operate District vehicles. Certified Purchasing Manager (C.P.M.) or Certified Public Procurement Officer (CPPO) certification desirable.
