Cotton & Company, a government contractor audit and accounting firm, is looking for a Contracts Manager to join our team.
Bachelor's Degree from an accredited university or college. Advanced degree, CPCM, and a major in Business Administration or relevant field preferred.
6+ years of contracts experience with a federal government contractor with 1+ years of experience in a supervisory capacity. Relevant experience should include regular interface with senior management, major subcontractors, Government Contracting Officers and other Government regulatory officials from a federal contractor perspective.
Essential Duties and Responsibilities:
The Contracts Manager has primary responsibility for the Contract Department’s daily functional tasks and the development, training, and management of contracts personnel. The individual is responsible for leading the preparation of contracts, subcontracts, and proposals to support new and existing business activities. These activities include, but are not limited to, proposal terms, conditions, and pricing preparation, and contract and subcontract negotiation, award, administration, and close out. The Contracts Manager shall ensure compliance of contract and proposal documentation and reporting requirements, preparation of internal reports and RFQ/RFP analysis, collaboration with team members and other internal communication. The individual shall manage and develop policies and procedures for the department and must possess excellent knowledge of contracting principles, laws, statutes, Executive Orders, regulations and procedures.
The Contracts Manager will report to the Chief Compliance Officer (CCO) and lead the Contracts Department in a variety of areas, including, but not limited to the following. Responsibilities may be delegated to associated contracts personnel as determined by the candidate and CCO:
Support proposal preparation, develop proposed contract terms and conditions, provide risk assessment of terms and conditions, and resolve potential policy questions to ensure compatibility with firm and ordering activity’s procurement regulations.
Work independently with hands-on, day-to-day operational responsibility of the contract process.
Design, develop, and implement policies, processes, and procedures that govern the contract and pricing processes.
Develop, edit, and manipulate pricing models as required.
Review solicitations, draft proposal volumes, and develop, administer, and close out model contracts/subcontracts/consulting agreements for actual or potential issues regarding terms and conditions, pricing, reporting requirements, contract performance, and GSA compliance.
Receive, prepare, review, and administer contractual documentation including Non-Disclosure Agreements, Teaming Agreements, and OCI routings/mitigation plans internally and externally.
Lead maintenance and administration of GSA and other contract vehicles to ensure compliance, price management and reporting
Ensure proper management and storage of all contractual and proposal files on the internal network and contracts management systems.
Create, analyze and communicate contract terms, conditions, and pricing.
Research issues a wide variety of contracts topics and draft appropriate correspondence for internal and external distribution.
Resolve issues in a timely manner or escalate to CCO for assistance.
Meet expectations for attendance, punctuality, firm and client deadlines and abide by all firm policies.

The individual must be organized, capable of multi-tasking, self-motivated, and flexible in a deadline driven, dynamic environment with proven leadership skills, excellent interpersonal skills, and the ability to mentor, manage, and train staff as applicable.
Ability to seek out and develop new projects and support services within the firm, as well as the ability to independently problem-solve and develop multiple solutions.
The individual must have excellent management, mathematical, analytical, strategic, negotiation and reasoning skills.
Experience developing pricing models in response to customer solicitations.
Extensive knowledge of Federal Government contracting under the FAR/DFARS/GSAM and experience working Fixed Price, T&M, and GSA Schedule contracts are a must. Working knowledge of cost reimbursable type contracts and some experience with state and local contracting preferred.
Experience in the successful negotiation of, and administration of, Non-Disclosure Agreements, Teaming Agreements, Prime Contracts and Subcontracts required.
Must be detail oriented and have excellent verbal and written communication skills.
Requires strong written and verbal communications skills and the ability to operate independently and communicate effectively, both internally with technical staff, peers, and all levels of management, as well as externally with customers as needed.
Proficient in Microsoft Office, specifically Word, Excel, and PowerPoint.
Must be able to obtain and maintain a security clearance.
