West Basin Municipal Water District (West Basin) is a California Special District that provides potable and recycled water to local public and investor-owned utilities in the coastal area of Los Angeles County. West Basin serves a population of nearly one million residents in 17 cities and unincorporated areas along the coastal corridor from Palos Verdes to Malibu. West Basin is a national leader in water recycling, conservation, ocean-water desalination exploration, water resource management, and education programs. West Basin, headquartered in Carson, is governed by an elected five-member Board of Directors and is a member agency of the Metropolitan Water District of Southern California.
West Basin operates a major water recycling facility and three satellite locations, including the Edward C. Little Water Recycling Facility in El Segundo, the largest treatment facility of its type in the world providing nearly 40 million gallons of water each day to over 300 sites through 100 miles of pipelines. West Basin utilizes various advanced treatment processes to produce five types of high quality "designer" recycled water used for commercial, industrial and irrigation purposes. West Basin is also researching environmentally responsible ocean-water desalination and currently operates a Water Education Center in Redondo Beach.
West Basin is seeking an Accountant I who, under general supervision, will perform a variety of responsible accounting support work in the preparation, processing and maintenance of accounting records and financial transactions. Functions of this position include preparing routine account reconciliations and various fiscal reports, and providing information and assistance to West Basin staff and the general public.
Processes, reviews, codes and verifies invoices for payment; and compares invoices to policy, contract, or purchase orders limitations within the financial management system.
Participates in ensuring timely, properly authorized West Basin payments are distributed; calculates West Basin cash requirements for biweekly check runs; formats, generates and submits check reports for bank payment; and forwards to supervisor or department manager for review and distribution.
Participates in ensuring timely processing to review, verify, prepare and process biweekly employees’ and Directors’ per diem payroll; reviews timesheets or per diem reports for accuracy and completeness; identifies discrepancies and unsubstantiated information and requests clarifications and corrections as appropriate.
Verifies, calculates, reconciles and maintains records related to paid time off; generates, reviews for accuracy and completeness and reconciles payroll register; compiles and reviews information and calculates from payroll summaries, monthly benefits contributions; and generates and distributes federal/state tax payment information.
Participates in the preparation of West Basin’s monthly water billing to the associated purveyors in accordance with established agreements, rate sheets and/or other provisions; communicates with various agencies for prompt resolution of discrepancies and or issues; and ensures monthly certification letters to Metropolitan Water District are prepared and submitted.
Participates in gathering accounting information to prepare invoices for federal, state and local grants, conservation program, and other assigned billings.
Assists in the preparation of West Basin’s annual budget including, but not limited to researching, compiling data and providing technical support in establishing facilities’/program’s/department’s annual budget/s; and prepares, monitors, and reviews monthly budget variance reports.
Reviews and processes receiving documentation into financial management system and releases appropriate purchase orders for payment.
Makes daily bank deposits via desktop scanner and walks-in other deposits as necessary.
Generates, reviews, reconciles general ledger details of certain assigned accounts to the trial balance.
Prepares for distribution monthly financial reports; compiles and analyzes information; prepares, performs, maintains, reviews, reconciles and/or updates routine reconciliations, allocations and standard accounting reports and schedules; reviews, and, as necessary, designs, develops, updates and revises standard spreadsheets; and prepares routine statistical, financial or operational reports, as assigned.
Prepares quarterly and annual payroll taxes to be sent to the Internal Revenue Service (IRS) and the Employment Development Department (EDD); prepares, reviews and distributes W2s and 1099s, along with corresponding reports; and prepares responses to taxing agencies inquiries and submits other required forms as requested and required.
Assist in the preparation of West Basin’s treatment plant’s operational and maintenance costs through coding and processing of related invoices; and reconciles chemical usage from inventory to chemicals’ costs.
Performs bank account reconciliations for certain non-operating accounts for supervisor review.
May perform a variety of administrative functions associated with contracting and purchasing activities; establishing, organizing, integrating and maintaining applicable contract, purchasing and vendor-related records, files, lists, forms and other documentation; developing, compiling, writing and producing necessary correspondence, reports and other materials; and inputting accurate and complete information into computer database.
The ideal candidate will have:
A Bachelor’s degree from a recognized four-year college or university with a major in accounting, finance, business administration or a closely related field; and two years of progressively responsible accounts payable experience or experience performing bookkeeping or financial or statistical recordkeeping; or an equivalent combination of training and experience. General understanding of payroll is desired.
Knowledge of methods, practices, documents and terminology used in financial and accounting recordkeeping, and office administrative practices and procedures.
Knowledge of applicable state and federal policies, rules, procedures and practices, and functions, rules, policies and procedures applicable to assigned areas of responsibility.
Knowledge of principles and practices of customer service; office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases; and principles and practices of computer-based financial and accounting systems.
Ability to set priorities, meet schedules and timelines, plan and organize work to meet changing priorities and deadlines, and exercise sound judgment.
Ability to make calculations and tabulations; review accounting and related documents accurately; and understand, interpret, explain and apply West Basin, state, and federal laws regulating areas of responsibility.
Ability to prepare clear and accurate accounting reconciliations, schedules, reports and statements and maintain confidential information.
Ability to establish and maintain effective working relationships with staff, vendors and others encountered in the course of work.
Ability to communicate ideas clearly and concisely both orally and in writing.
Possession of a valid Class C California Driver's License, proof of insurance and an acceptable driving record are required at the time of appointment and as a condition of continued employment. Employee is required to use his or her own vehicle with mileage reimbursed at the standard IRS rate.
There is one vacancy currently available for this position. The salary range is $55,122 - $68,903 annually, depending on qualifications. This position is eligible for benefits.
