Manage the Recreation Division and administrative operations of the Parks and Recreation Department including personnel management, policy administration, and community partnership development. Directs and leads the delivery of recreation programs to the public ensuring effective management of City recreational facilities including the Chintimini Senior and Community Center, Majestic Theatre, and the Osborn Aquatic Center.
Manages, supervises, and leads Recreation Division and administrative staff from multiple functional areas with diverse responsibilities. Performs personnel duties such as selection, termination, discipline, recruitment, and evaluation of performance. Makes effective recommendations in hiring and termination decisions. Establishes performance standards; counsels employees as appropriate. Develops processes that involve employees in decision-making. Provides career development opportunities for staff.
Develops and evaluates new programs to meet current and future interests of the public and service demands. Develops goals, policies, procedures, and administrative directives for the efficient delivery of recreation services to the public. Implements the applicable recommendations in the Parks and Recreation Master Plan; determines work activities and service level objectives.
Develops annual and long-range budget projections for the Parks and Recreation Department. Administers the budget and manages expenses and revenues. Develops and manages interagency agreements and partnerships involving Parks and Recreation programs or facilities. Represents the Parks and Recreation Department before other local government, state agencies, various committees, Boards and Commissions, community groups, City Council and the public. Facilitates public meetings, responds to complaints, concerns and issues. Represents the department on Citywide task teams and supports departmental staffs' participation on Citywide task teams.
Directs, coordinates, and monitors Department projects, initiatives, and programs. Implements City, Boards and Commissions, and Department goals and objectives relating to the Parks and Recreation Department.
Directs and manages the Parks and Recreation Department safety program, policies, procedures, and training. Manages and implements the Recreation Division ADA Plan.
Participates in Parks and Recreation Department planning and coordination as a member of the management team. Provides recommendations and briefings on Department issues and trends to the Department Director. Prepares management reports for Department Director, Boards and Commissions, or City Council. Performs the duties of the Parks and Recreation Director in the Director's absence.
Education and Experience
Bachelor's degree in Recreation Administration or a related field, providing the required knowledge, skills, and abilities necessary to perform the essential functions of the position.
Seven years of increasingly responsible work experience in recreation, including at least three years of supervisory experience.
Experience in building and maintaining partnerships with other agencies.
Knowledge, Skills and Abilities
Excellent oral and written communication skills, including public speaking skills. Ability to write clear and concise staff reports.
Excellent leadership, problem solving, decision making, organizational, and interpersonal skills.
Excellent business management skills including resource allocation and budget development.
Ability to develop and monitor budgets, perform short and long-term planning, negotiate and develop contracts.
Travel among City worksites, off-site meetings and presentations.
