THE POSITION This position works closely with the General Manager in the planning, organization, direction and supervision of all Human Resource activities and also supports the District's Board of Directors. The successful candidate will encounter a wide variety of responsibilities that require leadership, problem solving and subject matter expertise to realize strategic priorities as well as manage day-to-day operations. Working closely with the General Manager, this position oversees the Human Resources/ Risk Management division, including recruitments, employee relations programs and various types of leave management, benefits administration as well as strategic projects. The position also serves as Board Clerk and Public Information/Public Engagement Officer for the District, ensuring compliance with legal requirements for records management and publication and dissemination of public documents. This position also manages complex projects across the organization, providing a broad array of policy, program and project opportunities. The successful individual must enjoy working in a fast-paced team-oriented environment juggling multiple, competing priorities.

EDUCATION AND EXPERIENCE Individuals meeting any combination of education and experience, which would likely provide the necessary knowledge and abilities, are encouraged to apply for this key and exciting position. Typical ways to obtain the knowledge and abilities would be:
Experience: Four (4) or more years of increasingly responsible work experience in the administration of a local government agency, human resources activities, Board Clerk (or equivalent) activities, Public Information/Public Engagement activities within a public agency.
Experience implementing programs, budgets and administrative operations with at least two (2) years of experience in an administrative, management or supervisory capacity. Experience in project management or serving as an operational or project team lead may be substituted for management or supervisorial experience.
Education: A Bachelor’s degree OR higher in Public Administration, Business Administration, Political Science or closely related field from an accredited university or college is required.

The Citrus Heights Water District is an Irrigation District, founded in 1920, operating under the State of California Water Code. CHWD provides drinking water to an estimated service area population of 67,000 customers via approximately 19,600 water service connections in Sacramento and Placer Counties, including about sixty percent of the area within the boundaries of the City of Citrus Heights.
The District operates under a governing body of three elected members on a Board of Directors with an appointed General Manager.
