Associate Director for Finance and Administration-73999
The Associate Director for Finance and Administration serves as the chief business officer for Hoover Institution. This role is responsible for matters related to the administrative and financial management of the unit including financial operations and human resources. Working with the Director and key stakeholders (including the Associate Director of Development and the Academic Affairs Manager), this role will contribute to the budget process, forecasting and managing expenses and revenue for Hoover Institution. The Associate Director will also work with the development team on various initiatives and oversee staff Human Resources.
As a member of the senior management team, collaborate closely with development and academic affairs staff to preserve and enhance Hoover Institutions financial assets and plan/manage the budgetary requirements of Hoover Institution, including controls and management reporting; oversight of consolidated budget, capital plan, annual capital budget, fund application, expenditures and compliance; management and allocation of reserves; development of models for new algorithms for the operating budget.
Interpret and ensure all non-academic staff adhere to University personnel policies and procedures. Provide oversight of compliance with all applicable labor laws; oversight of development of internal programs and policies, and setting standards for carrying out University personnel philosophy with respect to non-academic staff; employee and labor relations management, classification and salaries, performance management, employment, non-academic staff training and advancement, and affirmative action; negotiation of compensation and perquisite packages for all senior staff roles.
Oversee facilities planning and management; oversight of Hoover Institution-supported construction and renovation; ensuring contract quality and control processes are followed in completion of capital projects on time and within budget; assist Director in oversight of development and assignment of Hoover Institutions physical plant.
Ensure compliance with University guidelines and policies governing research administration, as well as compliance with guidelines and policies of funding agencies; waivers of indirect costs, and negotiations of variances from the University's standard indirect cost rate; annual grant and contract expenditures.
Ensure compliance with federal, state, and local laws and regulations governing health and safety; ensuring that all activities are conducted so that the health and safety of employees, students, visitors, the public, and the environment are protected; oversight of areas including waste disposal, emergency planning, fire protection, and electrical safety.
Direct responsibility for Finance and Administration, Health and Safety, and Information Technology; assist Hoover Director with facilities planning and management; oversight of Human Resources.
Apply analytical and planning expertise as needed in support of administrative, financial and facilities management and program development activities.
Ensure Hoover Institutions computing and technology needs are met.
Serve as Hoover Institutions voice in a number of university-level forums, committees and task forces.
Minimum Education and Experience Required
Bachelors degree and ten years of relevant experience in administrative and financial management or combination of education and relevant experience.
