Our Corporate Office, Northridge, CA, has an immediate opening for a Senior Contracts Administrator reporting to the Director, Corporate Contracts. The successful candidate: Prepares detailed cost proposals; controls customer fact-finding and audit activities; negotiates complex contracts; administers government and commercial contracts and other agreements; responsible for export compliance; interacts and supports other Areté business departments.
Primary responsibilities include:
Prepares detailed cost proposals that respond to customer requirements and accurately present Areté’s offer; negotiates highly complex contracts, administers contracts, and maintains customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal/regulatory requirements, and customer specifications. Reviews, and advises revisions to, customer terms and conditions, and negotiates terms suitable to unique situations while protecting Areté’s interests.
Advises proposal/program managers on content and format of cost proposals; reviews basis of cost estimates developed by technical and program staff for reasonableness, allowability, and allocability; uses internal pricing system to prepare cost proposal documents in compliance with internal procedures and customer requirements.
Actively coordinates and support procurement activities when required, such as preparing subcontractor requests for proposal, securing acquisition documents, assisting in price/cost analysis, subcontract negotiation, coordinating with government agencies as needed to ensure compliance with Areté’s Purchasing Manual policies and procedures.
Leads negotiation teams comprised of technical, program staff. Supports meditation and resolution of contract issues working with Areté management, customers, consultants, legal representation, or other outside agencies.
Administers all post-proposal activities such as audits, fact-finding, contract negotiation and award. Maintains records of all information exchanged and results of each action. Works with customer representatives and Program Manager to track and expedite contract award.
Prepares and issues internal contract work authorization (CWA); maintains current and accurate data in the Contracts Database of proposal and contract status and information.
Administers a variety of cost reimbursable and fixed price contracts to ensure compliance with contract requirements including but not limited to financial limits, delivery or performance schedule, and all other terms and conditions. Advises program management of contractual rights and obligations; maintains company contract file and historical information in conformance with established procedures.
Establishes and maintains excellent internal and external customer relations at all levels of the organization, acting as liaison with customers’ buying official for all proposal or contract matters, communicating status of open contract matters frequently with program managers, technical staff, and Director, Corporate Contracts.
Actively contributes to the success of the Contracts Department team by supporting other Contracts staff during surge workload periods, providing guidance as needed, increasing the professional knowledge base of the Department, and completing special projects as may be assigned.
Implements and ensures compliance with company export procedures, may provide training or guidance to other disciplines routinely and as required.
Contributes to development of contract administration and export control procedures; may act as backup to Director, Corporate Contracts.Additional duties as assigned.
Preferred Qualifications & Experience:
Knowledge of government and commercial contracting and price proposal preparation adequate to support independent decisions in the best interest of the company.
Knowledge of federal and agency-specific acquisition regulations, DCAA and DCMA requirements, and ability to research and comprehend CFR citations. Ability to recognize, interpret, and apply applicable regulations to resolve complex contract issues.
Excels at effective communication, both verbally and in writing, with colleagues, management, and executives.
Skilled at implementing a team approach when developing strategic and innovative proposal and contract solutions within regulatory guidelines, resulting in agreements that consider, properly weigh, and resolve the needs of the program, the customer, the company, and the Division.
Understanding and experience with ITAR, EAR and import regulations; ability to assist in category determinations, preparation and implementation of export documentation including license applications, TAA, and license fulfillment.
Advanced skills in all MS Office Suite programs and use of ProPricer software.
An active TS security clearance is required
