This position is full-time, AFSCME represented with the Oregon Department of Environmental Quality ("DEQ").
About the Department
The Water Quality Division is responsible for protecting Oregon's water resources through program planning and development; municipal and industrial source control; and control of other sources of water pollution. The Water Quality Division administers the federal Clean Water Act by delegation and approval from EPA, and state water quality requirements.
What will you do?
The successful applicants will conduct engineering reviews of complex plans and permit documents for various industrial and municipal sources and determine compliance with federal and state regulations. The reviews will be conducted to determine accuracy, completeness, and conformance with standards and to prepare and issue or deny permits; oversee the implementation of permits; and initiate appropriate enforcement action. The Environmental Engineer 3 applies engineering principles in evaluating control technologies, and impacts for existing, new, and modified wastewater collection, treatment and control facilities. The Environmental Engineer 3 also provides technical expertise to other program staff, authoritative information and guidance to the public and industries.

Minimum Qualifications -To be considered a qualified applicant you must meet the following:
Four years of engineering experience; AND
Two years of experience in an environmental protection/control program (the environmental experience may be gained as part of the engineering experience or in addition to the engineering experience); AND
A Bachelor's degree from an ABET accredited school in an engineering field such as Environmental, Chemical, Civil, or Mechanical OR three more years of engineering experience; AND
A current PE. You MUST be a registered professional engineer. If currently registered as a professional engineer in another state, you must be able to obtain your Oregon registration within 6 months of employment to retain this appointment.
Must possess a current valid driver's license.
Requested Skills -Preference may be given to those who have experience with the following:
Experience mentoring staff and serving as a technical resource for internal and external stakeholders on water quality permitting and compliance work
Experience completing or reviewing water quality permit applications, drafting water quality permits, and calculating the potential pollutant discharges from a wastewater treatment and disposal facility.
Experience evaluating pollution control technology designs and engineering calculations to validate expected emission reductions.
Experience with National Pollutant Discharge Elimination System (NPDES) and/or Oregon's Water Pollution Control Facilities (WPCF) permitting programs.
Critical thinking skills
Excellent verbal and writing communication skills
Fluency with Microsoft Office: MS Word and Excel focus
Computer skills; including data entry, searching websites and databases
Comfortable and effective in group settings, in listening and facilitation
Skilled in communications and interactions in the role of regulation and enforcement; sometimes in an emotionally charged environment.
