Responsible for documenting high level business and architecture requirements
Generate technical details to in support of business and architectural requirements such as market analysis, purchase justifications, material lifecycle plans and bills of material
Shall create cost estimates and product and service oriented draft statements of work
Perform cost benefit and market analysis to determine IT details, meet DOD requisition policy for use of Commercial-Off-The-Shelf (COTS) or acquiring COTS software, and recommend the most efficient acquisition approach
Responsible for maintaining an inventory of software titles in use with relevant details to ensure proper provisioning of licenses, and must meet Internal Use Software requirements for auditability
Assist the Government in organizing and tracking technical investment plans and the purchase of roadmaps to ensure execution of the current year spend plan, meet functional goals and fiscal timelines
TS/SCI (current), Polygraph desired
Must have at least 10+ years of relevant experience (or 9+ years with a Master’s degree)
Must be experienced in government contracting/acquisitions, along with knowledge of lT software, hardware, and services procurement
Must have experience documenting IT requirements and the development of purchase justifications and material lifecycle plans
Ability to multi-task and set priorities within a team environment required
Excellent oral and verbal communication skills required
