Located in Boulder, Colorado, University Corporation for Atmospheric Research (UCAR) serves and participates in a collaborative community of researchers and educators who are dedicated to understanding the atmosphere -- the air around us -- and the complex processes that make up the Earth system, from the ocean floor to the Sun’s core. We manage the National Center for Atmospheric Research (NCAR) on behalf of the National Science Foundation and the university community.
What You Will Do
Responsible for the preparation, review, negotiation and administration of subcontracts, purchase orders, lease agreements, consulting agreements, and other contractual instruments in support of UCAR activities. Serves as a mentor for other Contract Administrators. Works closely with legal, financial, and lab/program professionals and subcontractor and vendor representatives to resolve issues related to orders.
Drafts, negotiates and administers subcontracts, purchase orders, lease agreements, consulting agreements and other contractual instruments with domestic and foreign subcontractors/subrecipients and vendors in support of UCAR activities.
Analyzes terms and conditions of prime agreements, drafts subcontracts and other agreements, and negotiates with subcontractors where appropriate. Ensures award terms are consistent with prime agreements, OMB Uniform Guidance, and UCAR policies. Identifies and manages potential liability, export, risk, and intellectual property issues.
Works with subcontractors to ensure performance goals are met, deliverables are received on time, and addresses other issues as needed. Reviews invoices to ensure compliance with relevant terms and conditions. Composes correspondence to subcontractors. Serves as a UCAR liaison with counterparts at subcontractors’ organizations to resolve award related issues and to protect UCAR’s interest and minimize risk to the organization.
Interprets UCAR prime agreements for required flow-down provisions, the Federal Acquisition Regulations (FAR), OMB Uniform Guidance, and other applicable regulations and laws. Helps ensure UCAR’s compliance with these laws and regulations by researching newly issued/modified federal award conditions, assisting in the implementation or change to UCAR’s processes to maintain compliance, and filing appropriate reports and certifications as needed. Provides guidance to labs/programs on subcontract flow-downs and interpretation of contract terms.
Prepares, reviews, and releases Requests for Information (RFIs), Requests for Quotes (RFQs), and Requests for Proposals (RFPs) in support of UCAR staff for procurements. Evaluates proposals and negotiates terms and conditions, issues awards, and administers resulting awards. Assists with quarterly and semi-annual corporate reporting. Works closely with UCAR financial, budget, accounting, and property professionals to resolve financial and other issues related to subcontracting activity. Serves as a mentor for junior Contracts personnel.
Performs other duties as assigned, including participation on committees and working groups for the enhancement and/or development of new processes and technologies related to award processes.
What You Need
Bachelor’s degree in business or public administration and at least five years government contracts experience in handling procurement-related activities; or an equivalent combination of education and experience.
Broad knowledge of Federal Acquisition Regulations (FAR), Code of Federal Regulations, 2 CFR 200, contract/purchasing procedures, and regulations.
Advanced skill in preparing, reviewing and analyzing terms and conditions of contractual instruments, including advanced skill in negotiating terms and conditions of contractual instruments.
Ability to identify liability, export, risk and intellectual property issues and propose solutions.
Excellent written and oral communication skills.
Intermediate to advanced skill in the use of word processing and spreadsheet software.
Working knowledge of basic not-for-profit accounting, budgeting and proposal process, including the application of indirect rates and fees.
Broad knowledge of RFQ and RFP processes.
Extensive level of attention to detail required.
