The Capital Projects Manager oversees and manages consultants, contractors and other professional and technical entities. The position will also oversee staff, as assigned for the planning, design, and construction of projects at the leased premises of the Fort Worden campus. The role maintains a thorough knowledge of Fort Worden and all of its grounds, products and services as well as awareness of other roles and responsibilities throughout the organization. Principal Duties and Responsibilities
Manages and oversees activities of contractors/consultants, professional and support staff engaged in the planning, design, and construction of Fort Worden facilities.
Organizes and coordinates the consultant selection process. Prepares, negotiates and administers consultant agreements.
Becomes knowledgeable and conversant with the Secretary of the Interior’s Standards for Historic Preservation and the Fort Worden Guidelines for Historic Preservation.
Coordinates and advises with the Fort Worden Capital Projects Committee on planned and on-going projects.
Develops project and contract program requirements and executes contracts for planning and construction projects.
Coordinates the review of design and construction work performed by consultants and contractors.
Develops and administers the procurement process for all capital project related services and vendors.
Undertakes and oversees any required environmental project review.
Acts as an official Fort Worden representative for assigned projects, monitoring and evaluating design and construction progress, inspecting work and ensuring compliance with drawings and specifications.
Evaluates suggestions for design, product or technical modifications and takes appropriate action.
Directs consultants and contractors as appropriate and approves changes. Insures change orders are done accurately.
Develops, organizes and compiles all data to prepare and archive all records from planning through design, construction, completion, operational testing and after-test modifications. Monitors on-going status and communicates progress, problems and compliance to Fort Worden Management. Also ensures the flow of information between consultants, contractors, Fort Worden Management, Board and other interested parties.
Prepares project budgets based on all sources and uses of project funds. Monitors and documents expenditures assuring compliance with approved budget and suitable for audit.
Reviews and approves progress payment requests and monitors prevailing wage compliance of contractors.
Makes presentations on project status to Fort Worden Management and Board, Washington State Parks, Fort Worden Partners and other groups as requested.
Makes oral presentations of complex issues to technical and non-technical audiences.
Represents the Fort Worden publicly and internally as needed.
Coordinates with local and regional organizations, government representatives and other stakeholders on project impacts and benefits that span beyond Fort Worden Public Development Authority campus borders.
Performs other duties as assigned.
Bachelor's degree in construction management, architecture, engineering, real estate development or equivalent, and five years Capital Project Management experience or an equivalent combination of education and experience.
Strong written and verbal communication skills, including the ability to develop and deliver presentations that synthesize complex problems and recommended solutions.
Demonstrated experience in project management, capital planning and major maintenance projects.
Demonstrated experience in construction management with strong organizational skills and the ability to translate strategic plans into actionable implementation.
