Lead Centura Health's advocacy program to support the organization's operational strategies, mission and vision by advancing policy objectives; Direct and educate Centura leadership on issues relating to healthcare legislation and regulation; Apply policy expertise in assisting with the development and execution of strategic plans and priorities. The Vice President should have expert level knowledge in the advancement of policy objectives, established relationships with priority stakeholders or experience in building priority relationships, development of grassroots efforts, and a proven track record of impacting health policy at the federal and state levels.
Develops policies, strategies, processes and plans for communicating to diverse groups in a clear and professional manner. Influences high-impact, high-risk and highly complex situations. Influences public opinion toward the business and the industry through public appearances and media relations. Negotiates complex matters involving multiple parties. Prepares for business decisions with thorough briefings and consultations. Helps navigate the organization in a dynamic competitive landscape. Comments on recent developments in industry's regulatory environment.
The Vice President will lead Centura Health's Government Affairs team, advocacy strategy, and advocacy communication strategy reporting to the system SVP and Chief Strategy Officer.
Minimum Education Requirements
Master's Degree in Public Policy, Public Administration, or equivalent; or Juris Doctor (J.D.)
Bachelor's degree in Business, Political Science, Communications, Health, or related field. High school diploma or GED.
Minimum Experience Requirements
10+ years' experience in policy advocacy at the federal and state levels to include;
Leadership within a multi-billion-dollar organization
Direct experience in leading and managing a team of government affairs professionals
Direct experience in hiring, leading and managing contract lobbyists at the state and federal levels
A proven track record of success in public policy development
Demonstrated competence in planning and executing grassroots efforts
Ability to advocate with diverse individuals and communities across all demographics
Expert-level familiarization with political climate, health policy at the state and federal levels, regulation at the state and federal levels, and political process
o Campaign management experience a plus
Must be able to obtain Colorado State Registered Lobbyist or equivalent
Position Duties (essential functions denoted with an * )
Lead, advance and maintain the advocacy strategy for Centura in partnership with facility and corporate leadership; Maintain an expert understanding of healthcare issues globally, within the U.S., Colorado and in each community in which Centura operates; Monitor proposed federal and state legislation and analyze how changes will impact the healthcare industry and Centura; Determine Centura advocacy priorities based on key healthcare legislation and regulations and the company's ability to influence policy outcomes; Provide subject matter expertise in the development of Centura's strategic plans and community health strategies.*
Direct the execution of the advocacy strategy across the organization to advance Centura's mission, ministry, and operational strategies; Develop Centura positions and messages on key legislative and regulatory issues.*
Lead a team of Government Affairs professionals to the highest abilities of the team.*
Serve as Centura Health's primary spokesperson for all policy and legislative issues upon media request.*
Establish and actively involve Centura Health executive leadership in maintaining relationships with legislators, regulators, physicians, payers, brokers, employers and other groups to advance policies beneficial to the operational, mission, and ministry goals of Centura and the industry; Direct the activities of Centura lobbyists.*
Advise facility and corporate leaders on the impact of key legislation and regulation on their operations and strategies; Educate senior leaders on the company's positions on legislative, regulatory and policy issues and equip them to articulate and support these positions; Serve as a resource to facility and corporate leaders speaking on advocacy before legislative and regulatory bodies.*
Serve as the primary Centura spokesperson and representative for legislative, regulatory and policy issues; coordinate with Public Relations and the Centura Executive Team the communication of Centura's position on legislative, regulatory and policy issues.*
Lead the development of company-wide outreach programs to increase Centura's visibility as a community leader; Serve as Centura spokesperson for Healthy Communities; Coach internal and external parties on how Centura and its policies are positively impacting our flourishing communities.*
Monitor and actively participate in government programs and strategic initiatives aiming to move hospital systems towards value-based payments and transformation. Work in close partnership with governmental agencies to represent Centura Health's existing, as well as strategic, work in this space at the state, federal and global level.*
Subject matter expert in policy ethics, ensuring all activities with public officers, members of the general assembly, members of the federal delegation, and government employees instill the highest respect and confidence of the people they serve.*
Continuously develop action-oriented, and general educational, engagement strategies in coordination with the corporate communications team to ensure Centura Health's priorities are effectively communicated system-wide in all communities the system serves.*
Represent Centura Health in all corporate matters, as a subject matter expert in Centura Health's strategies.*
