The Vice President of Community Development is responsible for developing, implementing and administering all aspects of the Bank’s CRA compliance program in the Virginia market. This position establishes and maintains relationships with community-based charitable, non-profit and government entities and officials, develops and implements programs to ensure the Bank meets the needs of the community and attains CRA compliance goals, and advises senior management of emerging CRA issues to ensure compliance goals, and advises senior management of emerging CRA issues to ensure compliance directives are maintained, and provides leadership, training and supervision within the department.
This individual will also be responsible for attracting low/moderate income individuals to Dollar Bank to receive credit counseling. This individual will assist in conducting seminars regarding credit issues what local community groups, churches and other organizations represent the Bank on various committees and/or forums and assist the Vice President of Community Development in the discharge of his/her responsibilities. In addition, this individual will provide the unique one-on-one credit counseling that, over time, will permit low/moderate income applicants to obtain a mortgage loan from Dollar Bank.
Principle Activities and Duties: The objective of this position will be two fold; (1) to provide the highest level of customer service to mortgage applicants and potential applicants who may need credit counseling. Numerical goals will be set each year for both attracting new clients and producing qualified mortgage applicants and (2) be responsible for the Bank’s Outreach and CRA compliance program in the Virginia market. •Oversee the daily operations of Dollar Bank’s community development mission in the market. •Lead outreach efforts designed to enhance the reputation of Dollar Bank in the Virginia market. •Provide recommendations and insights to senior management regarding requests for political and/or charitable contributions. •Advise senior management of steps to be taken to obtain the highest possible CRA Rating. •Serve as a point of contact for local and step political officials. •Administer the daily operations of the Bank’s charitable contributions program. •Provide assistance to bank personnel to enable them to identify the appropriate point of contact for business/outreach initiatives. •Alert senior management about community issues and/or causes that may impact the business of Dollar Bank. •Serve on Advisory committees, Boards or other bodies in the community to increase the name recognition and further the mission of Dollar Bank in the communities served. •Provide advice to senior management regarding succession planning for department. •Administer Dollar Bank’s 3-2-1 Home Program and Credit Enhancement Program. •Meet with community groups, church leaders, government officials and/or social service providers to attract clients to the Credit Enhancement Program. •Plan and coordinate the presentation of home ownership and credit seminars to low/moderate income individuals with the assistance of other qualified bank personnel. •Determine the level of credit counseling a client may require and assist that client in planning the appropriate correction action to be taken through the mortgage application and home purchase process. •Assist those clients whose credit restoration is expected to be twelve months or less. •Provide post-purchase counseling, as required. •Advise clients about the various saving and Mortgage programs available at Dollar Bank and assisting them in preparing to meet application requirements.

Qualifications: •Minimum of 5 years managing the Community Development function at a Financial Institution. •Demonstrable experience in building relationships with community groups and public officials required. •Bachelor’s Degree in Business or related subject required. Will consider commensurate experience. •Proficiency in CRA compliance and implementation of programs required. •A working knowledge of mortgage credit requirements, mortgage products and procedures and an understating of FNMA, HUD, FHA and other government related lending programs preferred. •A background in housing counseling, social service counseling and mortgagee processing preferred. •A demonstrated ability to gain the confidence and overcome the anxiety of low and moderate income individuals. •An ability to instruct customers (individually or in a group) about mortgage products and procedures. •An ability to communicate (verbally and in writing) with employees and customers in a professional, business-like manner. •A demonstrated ability to motivate others, set priorities and make decisions. •Must be proficient in Microsoft Office software and data processing software. •A willingness and ability to work evenings and weekends, as required.
