Posting Salary: Salary range midpoint is $185,000. Salary is commensurate with experience.
Position Summary: Provides substantial expertise within the University in Land Use - Capital Strategies and in environmental health and safety law. Independently handles a full range of legal matters and projects, to include the most complex matters and that of substantial importance and impact. Direct services include CEQA compliance strategy, land use litigation, negotiation with government agencies, and development of effective compliance and risk mitigation strategies to facilitate the University's complex land use and planning efforts. Interprets complex facts and the law in areas of high ambiguity. Provides functional advice, strategy, training and guidance on land use related legal issues affecting UC Campuses, Medical Centers, Office of the President and/or the University at-large. May act as a liaison with outside counsel, and / or represent the University in complex litigation.

Duty 1: Provides advice and counsel on highly complex legal matters in specialty area of law.
Advises and renders opinions to senior leaders with respect to the legal implications of establishing or changing policy. Works with colleagues at the Office of the President or campus/medical center locations to develop and modify practices and procedures to conform with changing legal requirements.
Provides guidance to attorneys interested in field of expertise.
Establishes effective relationships with key internal and external constituencies. Recognizes strategic needs of organization and proactively builds relationships with appropriate stakeholders to ensure successful outcomes. Serves as a trusted strategic partner with University business units, providing practical advice and alternative solutions to business issues.
Draft and review complex transactional and real estate documents.
May act as a liaison with outside counsel, and/or represent the University in complex litigation.

Job Requirements Must possess a J.D. from an accredited law school and be a member in good standing of the California Bar. (Out-of-state hire would be afforded time to pass the Bar within a reasonable period.)
Relevant practice experience in a law firm, or in-house counsel for an academic institution, corporation or other entity.

Minimum five years required in Land Use responsibilities including: developing strategies for compliance with CEQA.
Demonstrated expertise in the California Environmental Quality Act (CEQA).
Thorough knowledge on complex land use matters to be able to assist campuses with navigating community and local jurisdictional concerns with campus projects.
Working knowledge on permitting requirements arising under the California Coastal Act.
Working knowledge of issues involving state and federal Endangered Species Act, Timber Harvest/Conversion Plans and historic resources.
Strong communication and collaboration skills to work collaboratively with Capital Strategies colleagues (real estate, construction, and environmental health and safety) on legal strategy for capital projects.
Demonstrated sound judgment and legal advice to attorney and non-attorney clients. Required
Environmental compliance counseling and defense of enforcement actions on matters of water quality, air quality, hazardous waste, property remediation, and biological, chemical and radiation safety in the workplace.
Business transaction expertise, including public private partnership expertise.
Energy expertise including renewable -energy transactions, greenhouse gas emissions reduction, compliance, allowances and offsets under California's cap and trade program.
Understanding of issues affecting public agencies, e.g., public contracting, procurement, prevailing wage, environmental health and safety, governance. Preferred
