How you fit in: Wake County Information Services is seeking an experienced IT Project Manager/ Business Officer to join our team. Reporting to the IT Director/Chief Technology Officer this position works closely with the IS Leadership team and plays a key role in the IS department, ensuring operations and IT projects run smoothly and efficiently.
This position has two components of work, one is project management and the other is managing the day to day business operations of the IS department. In terms of project oversight, this position will provide project management services for the IS department including managing medium to large scale IT projects that are essential to core technologies. Duties associated with this work include maintaining project scope/objective, risk/change/issue management, and status reporting documentation as well as managing project schedules and budgets from project inception to delivery.
For business operations, this position will provide fiscal oversight, administrative support, and management of the business operations of the Wake County Information Services department. This position will lead preparation of the department’s multi-year business plan and operating/capital budgets and will work with the IS Leadership team to ensure alignment of the departmental work plans with the business plan and budgets. Other business officer roles include developing and refining departmental performance measures that illustrate the operational delivery of IT services as well as the department’s IT contributions to business outcomes.
Knowledge of the principles and practices of public administration, financial analysis, budgeting, cost estimating, financial planning, fiscal management principles and procedures, personnel management and supervision.
Knowledge of financial administration, budget control, fiscal accounting, governmental accounting, policies, procedures, laws and regulations pertaining to fiscal operations and funding.
Knowledge and experience with generally accepted accounting principles and practices.
Demonstrated contract management and procurement liaison skills.
Ability to negotiate with and maintain working relationships with vendors.
Knowledge of the principles and practices of project management to achieve project objectives within established budgets and schedules.
Proven ability to deliver medium to large-sized projects successfully within set parameters.
Demonstrated organization, decision making, planning and time management skills.
Demonstrated exceptional communications skills (verbal and written) including the ability to clearly discuss and convey complex IT concepts with both technical and non-technical staff at all levels within and outside the County.
Ability to work well with people from many different disciplines with varying degrees of technical experience.
Minimum Requirements: Bachelor’s degree in Business Administration, Public Administration, Computer Science, Accounting/Finance or related field
Four years of experience in financial/management analysis, project management or business systems analysis.
Advanced MS Office Suite (Word, Excel, PowerPoint) skills.
Preferred Experience, Skills, & Training: Experience with CGI’s Advantage Enterprise Resource Planning system or other industry standard ERP systems (SAP, Oracle, Microsoft Dynamics, etc.).
Knowledge of governmental budgeting, finance, managerial and financial accounting.
Knowledge of Wake County Government and programs, funding sources, policies and requirements is preferred.
Certified Associate in Project Management (CAPM) qualification, or on-path to obtaining CAPM or Project Management Professional (PMP) certification preferred.
Experience working with SharePoint team sites.
