UCSD Health Services Research Center (HSRC), a non-profit research organization within the UC San Diego School of Medicine, Department of Family and Preventive Medicine, provides research services to academia, health services organizations, county governments, and corporations worldwide. The center's mission is to support research focused on understanding how clinical and treatment services affect health outcomes. The center brings together experts in the fields of health outcomes, program evaluation, quality of life measurement, and medical research informatics, providing the infrastructure for clinical and academic research and program and performance evaluation studies. HSRC's research team specializes in the measurement, collection and analysis of health outcomes data to help improve health care delivery systems and, ultimately, to improve people's quality of life and well-being.
Measurement instruments developed by HSRC researchers have been invaluable in providing clinical investigators valid, reliable and meaningful tools to study a wide range of areas including diabetes, arthritis, heart disease, cataracts, mental health diagnoses, including schizophrenia, and physical and mental health integration. HSRC employs cutting edge technologies for gathering and analyzing research data, from Computer Aided Telephone Interviewing (CATI) systems for large scale, real-time telephone interview data capture, to the Health Outcomes Management System (HOMS), a high powered data collection, analysis, and reporting system with a wide array of applications for projects in medical research and beyond
Under general supervision, the Program Evaluation Associate will be responsible for managing complex, medium extramurally funded projects to include planning, implementation, and business development of new contracts. Provides research project management to multiple research and evaluation studies and to program evaluation activities and health outcomes measurement. The Program Evaluation Associate interacts with multiple mental health service programs and staff through training in the administration of outcome measures, and providing development, technical support, and maintenance of protocols. In consultation with Study Directors, and operating with a high degree of independence, incumbent will manage projects to complete all phases of research and evaluation studies, including study design, measures design, protocol development, HIPAA compliance, advanced data analysis, and manuscript/report preparation for clients and policy makers. The Program Evaluation Associate will keep detailed and organized records of site contacts, meeting notes, inventory needs, and other project-related metrics, as necessary. Assists with other projects/needs as requested.
Advanced theoretical knowledge in Applied Psychology or related field as typically attained by a Bachelor's degree and/or an equivalent combination of education and experience.
Advanced experience and knowledge of program evaluation and outcome measures.
Advance skill and proficiency with word processing and spreadsheet software, including MS Office.
Demonstrated skill and experience in writing and editing material for grants, manuscripts, reports, and peer-reviewed scholarly publications.
Demonstrated experience in managing research projects and teams, and in making original contributions.
Ability to work in a busy environment in a timely, organized and effective manner with close attention to detail.
Excellent professional interpersonal communication skills working with diverse populations in person, in writing, and on the telephone.
Proficient in maintaining through files current, and confidential records according to research practices and protocols.
Advanced knowledge of SPSS, STATA, SAS and/or other software packages for data analysis.
Demonstrated experience and excellent skill in data collection, management, and analysis.
Demonstrated experience performing electronic Medline searches of scientific literature, using PubMed or equivalent.
Ability to work effectively as a member of a research team.
In depth knowledge of County Mental Health system programs, and program evaluation efforts.
