This position will provide system level financial leadership to the Minnesota State system by being responsible for direct and supervisory oversight and management of the system's annual operating budget, the biennial legislative request for operating funds, the annual cost study, internal college and university allocations, collective bargaining cost projections, the system office budget, tuition and fee policy, and other financial analysis as required. In addition, the position is responsible for maintaining effective communications with system and institutional level groups regarding the financial situation of Minnesota State. The position also works closely with staff from the Minnesota Legislature, Minnesota Office of Higher Education, Minnesota Management and Budget, and University of Minnesota regarding financial issues directly affecting Minnesota State and higher education in general.
5 years working experience with:
Higher education senior level management including direct supervisory duties.
Creation of system level biennial budget requests.
Collective bargaining fiscal impacts.
Developing and overseeing annual operating budgets at a system level.
Analysis and projections of economic trends.
Proven institutional research, report writing, analysis and presentation skills.
Knowledge of how higher education functions with a state government and system environment

About Minnesota State Colleges and Universities
With its 31 institutions, including 24 two-year colleges and seven state universities, the Minnesota State Colleges and Universities system is the largest single provider of higher education in the state of Minnesota. The colleges and universities operate 54 campuses in 47 Minnesota communities and serve about 250,000 students in credit-based courses. Overall, the system produces about 33,500 graduates each year. The law creating the system was passed by the Minnesota Legislature in 1991 and went into effect July 1, 1995.
