Rutgers, The State University of New Jersey, is seeking a Director, Research and Evaluation for the John J. Heldrich Center for Workforce Development at the Edward J. Bloustein School of Planning and Public Policy. The Director of Research and Evaluation reports directly to the Executive Director and is be responsible for managing the Heldrich Center's extensive and innovative research and evaluation activities including providing leadership, technical expertise and overall management of all Heldrich Center sponsored research and evaluation studies; Among the key duties of this position are the following:
Directs Heldrich Center research and evaluation projects and products and acts with direct authority on behalf of the Center with government, private and philanthropic customers and partners to ensure the responsible completion of research and evaluation projects and products.
Serves as senior point of contact for all external clients on research and evaluation contracts.
Oversees the production and dissemination of Heldrich Center research and reports; administering the research and evaluation unit including managing professional research and evaluation staff as well as research associates, consultants, graduate students and others in the conduct of research and evaluation activities.
Manages and oversees research and evaluation designated staff and provides direct supervision and guidance to contractors, consultants, students, faculty and Heldrich Center staff on Center research and evaluation products.
Ensures that research and evaluation and other staff are appropriately assigned to project responsibilities and that each project has the personnel and other resources necessary for successful completion.
Develops budgets, organizational and developmental strategies and external funding proposals, and acting as a subject matter expert and technical research leader to peers, policy makers and faculty within and outside of the Heldrich Center and university.
Manages the New Jersey Education to Earnings Data System (NJEEDS), NJ's P20W state administrative longitudinal data system, including conducting and supervising research using NJEEDS data.
Minimum Education and Experience:
Requires a master's degree in public policy, economics, education, political science, or related field. This position requires an advanced degree in a social scientific field, because the primary job duties relate to implementing highly sophisticated statistical models that are not taught at the undergraduate level.
Requires a minimum of seven years relevant experience in conducting research and evaluation projects with increasing functional responsibility in a leadership/managerial role.
Required Knowledge, Skills, and Abilities:
An in-depth knowledge and understanding of the labor market and workforce development field as well as knowledge of employment, education, and economic policy and their trends.
Demonstrated proficiency in research design, quantitative and qualitative methods and statistics, and evaluation techniques.
Strong administrative, project management and proposal writing skills including skills in strategic planning, organizing, supervising and managing personnel, data analysis, computer literacy, decision-making, team building, ability to work well with others, excellent communications and public speaking and presentation making and a track record of completing research assignments on time and within budget.
Because the position requires extensive interaction with and the delivery of oral presentations and written reports to database stakeholder, the position requires exceptional oral and written communication skills.
Exceptional quantitative analysis skills and ability to manage data in SAS, Stata, and/or R.
Demonstrated proficiency in research design, strong proficiency in quantitative methods and statistics and experience in mixed method evaluation techniques.
Aa proven record and experience in data analysis with large data sets, and using data analysis and visualization software and tools, knowledge and experience working with SQL databases.
Must have advanced knowledge and subject matter expertise in the workforce development field broadly defined including but not limited to employment and training, labor market economics, education and the public workforce system.
Requires significant research and evaluation experience and must possess excellent writing and analytical skills.
Must perform professional work that requires general to specialized knowledge in the workforce field broadly defined and a solid understanding, use and understanding of research and evaluation methods and statistical/economic models.
Must have sufficient experience implementing the different methods of analysis to be able to make difficult judgments about which model is the most appropriate given the data.
Significant knowledge of data management, security and confidentiality of individual-level data in large public data sets.
Knowledge of and experience working with MySQL databases
A doctoral degree in economics, statistics, public policy, political science , sociology or related disciplines with strong academic work in data analysis.
The position is expected to have a strong knowledge of data management and data analysis software, including SAS, Stata, and R.
Familiarity with MySQL, and data visualization tools such as Microsoft BI and Tableau would be a plus, as well as proficiency in the Microsoft Office Suite (Word, Excel, Power point, Outlook)
