This position is located in the District of Columbia, Department of Public Works (DPW) Office of the Director. The Department of Public Works (DPW) provides municipal services in two distinct program areas: environmental services/solid waste management and parking enforcement. Both contribute to making District streets and public spaces clean, safe, attractive and accessible.
This position is located in the Office of the Director, Department of Public Works and is designed to plan, design, and execute a comprehensive snow removal program for the District of Columbia. The incumbent will be responsible for formulating plans and making policy and operational recommendations to the supervisor on a recommended plan of action and the best utilization of available resources and acquisition of any new resources needed for a smooth operation.
He/She will plan, direct, and execute a comprehensive action plan for the removal and disposal of snow; implement established snow removal/disposal requirements and procedures during designated emergencies. Coordinates all resources within DPW, inclusive of funds, manpower, equipment and materials allocated for use during snow emergencies; develops pre-season training plan; works with union leadership; coordinates/ensures equipment availability; ensures effective communication; etc. Additionally, they will need to coordinate snow removal/treatment with other D.C. Government agencies, i.e., Police, Fire, Emergency Preparedness, Recreation and Administrative Services.
The Citywide Snow Program Coordinator is responsible for a total comprehensive action plan and coordination and deployment of resources for snow removal for the city and the Department. They will need to develop the overall operational specifications inclusive of performing feasibility studies for proposed operations, developing notification procedures and analyzing existing methods employed to correct identifiable problems and concerns. They will need to develop proposals for changes which consist of objectives; scope and expectations, gather relative facts, analyze data and prepare a comprehensive project synopsis which compares alternatives in terms of cost, time, availability, type and condition of equipment, man-hours and manpower; recommends a viable course of action.
He/She will need to be able to analyze weather trends to forecast the effect of operational proposals to further substantiate recommendations. As well as interact with other municipal government officials to exchange methodologies, policies, procedures and requirements relative to effective and cohesive snow removal and disposal operations.

Collective Bargaining Unit (Union): This position is not in the collective bargaining unit.
Knowledge of the mission, goals, objectives, programs, and administrative and operating procedures of the District's snow program and Department of Public Works operations as required providing expert advisory services pertinent to the District.
Mastery knowledge of the principles and practices of planning, public administration and intergovernmental coordination to develop and implement a comprehensive, effective, smooth and efficient snow removal, disposal and treatment operation.
Knowledge of statistical methodologies, practices, techniques and tools to develop quantitative documentation in support of operational recommendations.
Mastery knowledge of and expertise in the application of project management principles, methods, and tools as required to develop, schedule, coordinate, and manage large and complex projects and resources, including monitoring and inspecting costs, work and contractor performance relative snow and Department of Public Works operations.
Extensive knowledge of drafting, design and performance principles. Techniques and practices; pertinent Federal/District code and regulations and their application, sufficient to manage and oversee the work operations of staff involved in snow operations, including administrative support staffs of various levels.
Knowledge the principles, methods, practices and techniques of communication to coordinate city work efforts, interact with city officials and present recommendations and proposals.
Skill in establishing and maintaining effective working relationships.
Skill in evaluating the effectiveness of the snow removal program to make the necessary operational adjustments.
Skill in the application of acceptable analytical methodologies and techniques.
Ability to communicate effectively orally and in writing; knowledge of and proficient in the use of computers, Microsoft Word, Excel, PowerPoint etc.
Licensures, Certifications and Other Requirements
Bachelor’s Degree preferred.
