This position serves as the Division Director for Contracts within the Oak Ridge National Laboratory’s (ORNL) Business Services Directorate, reporting to the Chief Financial Officer. This position leads the strategic development, oversight and performance of the Contracts Division, in compliance with government requirements and internal contracting guidelines and policies.
ORNL’s Contracts Division has oversight of Acquisitions (procurements) and Reimbursable Work (SPPs, CRADAs). The successful candidate is responsible for developing and implementing the strategy for Contracts and its functions and will manage respective business relationships with DOE’s Oak Ridge Site Office (OSO), external sponsors, and senior management on all matters relating to contracts oversight.
The successful candidate is responsible for leading about 60 Contracts staff in the areas of Acquisitions and Reimbursable Work for a national laboratory of over 4,500 research and support staff; managing contractually-based relationships with key customers, sponsors and stakeholders; and ensuring compliance with external and internal contractual requirements. Specifically, this position will lead an organization of Contracting professionals responsible for:
Procuring more than $500 million each year in goods and services so that research and support staff have in place the necessary equipment, goods and services to seamlessly perform their duties. In addition, these Contracting professionals are responsible for closely collaborating with others involved in the Acquisitions process, such as Legal, Receiving, Worker Safety and Health, Accounts Payable, and Property Management staff.
Maintaining a DOE-approved procurement system in all aspects of the procurement process, including working with external entities. This includes managing the Small Business Program by establishing and achieving aggressive socio-economic goals through high interaction with Acquisitions staff and OSO, in alignment with Small Business Administration objectives.
Managing the P-card, Business-to-Business mechanized program, and Contract Closeout functions.
Leading and inspiring a team of Contracts professionals to partner closely with their customer base to be recognized for their expertise and high level of service.
Serving as primary point of contact for all external and internal audits/surveillances in the areas of Acquisitions and Reimbursable Work, and managing all audits and surveillances to assure timely, thorough and positive response to all actions.
Managing and enhancing Acquisitions’ Self-Assessment/Balanced Scorecard Program to meet ORNL and DOE’s expectations and assure that continuous improvements are identified and implemented.
Enabling SPP agreements and amendments with government, industry, and academic organizations so that ORNL scientists and engineers can provide world-class research and development.
Bachelor's degree in business or related field.
15+ years of business experience with demonstrated ability in the areas of contracts or other applicable areas. A combination of education and experience will be considered
Management experience including all process stages of initiating, planning, executing, controlling and closing processes.
Demonstrated strong negotiation skills and the ability to apply them effectively to reach satisfactory resolution in conflict situations.
Possess strong analytical capabilities.
Have broad knowledge of business operations.
Have strong communication skills for effective interaction with stakeholders.
Master's degree in business or related field.
Related professional certification preferred.
This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse program (WSAP) testing designed position which requires passing a pre-placement drug test and participation in an ongoing random drug testing program in which employees are subject to being randomly selected for testing. The occupant of this position will also be subject to an ongoing requirement to report to ORNL any drug-related arrest or conviction or receipt of a positive drug test result.
