Western Kentucky University invites applications and nominations for the position of University Registrar. Founded in 1906, today WKU thrives with a student body of approximately 20,000 students. The Registrar plays a critical role in the collaboration among academic, student service, and administrative units in advancing the academic enterprise and supporting the progression and success of students. The Office of the Registrar includes a staff of experienced and dedicated professionals, and administers a broad portfolio of responsibilities involving operational, policy, compliance, information systems, and customer service components. This is a twelve-month position and reports to the Office of the Provost.
Primary Duties and Responsibilities
The following duties are customary for this position, but are not to be construed as all-inclusive. Duties may be added, deleted, and assigned based on management discretion and institutional needs.
Administrative and Operational Oversight
Provide leadership and supervision to the Office of the Registrar and its staff
Plan, administer, and oversee the departmental budget, ensuring efficient and authorized use of financial resources
Develop the university Academic Calendar and chair the University Calendar Committee
Coordinate production of the annual Undergraduate Catalog
Oversee creation of each term's master schedule, priority registration and final exam schedules
Coordinate grade submission and change of grade processes
Serve as approval officer for various types of faculty, staff, and student requests
Coordinate automation of processes in conjunction with Information Technology
Oversee all aspects of the institutional student information system relevant to the mission of the office
Oversee maintenance and enhancement of the institutional automated degree audit system
Work with Division of Public Affairs to coordinate University Commencement exercises
Policy, Compliance, and Governance
Ensure compliance with all required federal, state, accreditation, and university policies related to the responsibilities of the office
Oversee adherence to all NCAA governing policies, academic eligibility procedures, and reporting requirements
Serve as university data steward for student academic records, ensuring accuracy and approving data access
Serve as university compliance officer for the Federal Educational Rights and Privacy Act (FERPA)
Maintain and ensure accuracy of the academic program and course inventory
Work in conjunction with the University Senate and its committees to initiate and/or revise academic policies, process curricular revisions, and develop or make revisions to academic programs
Serve as an ex officio member of relevant University Senate committees, and on ad hoc committees as required
Strategy, Reporting, and Student Support
Collaborate with the Office of the Provost and academic departments in developing class schedules that are resource-efficient and support student progress to degree
Serve as the university's primary contact with the National Student Clearinghouse
Coordinate with Institutional Research on reporting to the Kentucky Council on Postsecondary Education
Effectively represent the institution to external constituencies and through professional organizations
Certify student academic records and degree eligibility, and issue diplomas and official academic transcripts
Coordinate student academic appeals through the Committee on Credits and Graduation
Essential Skills Needed
Excellent interpersonal, communication, organizational, and motivational skills
Working knowledge of budget management and business acumen
A high level of professional integrity, and ability to manage interpersonal conflict situations with tact, diplomacy, and discretion
Knowledge of relevant federal and state regulations, including FERPA and NCAA regulations
Demonstrated skill to prioritize and multi-task to meet institutional/departmental goals and deadlines
Solution-oriented, creative and innovative thought processes, and a commitment to assuring accuracy of details
Demonstrated skill in and commitment to examining and re-engineering operations, processes, and procedures to better meet the needs of the institution, departments, faculty, staff, and students
Demonstrated project management skills, from concept, analysis, implementation and testing through full production
Demonstrated experience working as part of a collaborative team to accomplished shared goals
Five or more years of progressively responsible work experience, including leadership and supervisory roles
Prior experience working in a Registrar's office, or closely-related area in a higher education institution
Experience working with an Enterprise Resource Planning system.
Experience working with student records and academic record-keeping
