Real Estate Services (RESO) is a professional business unit within VC Finance / Capital Strategies, which delivers real estate, services within the campus and the broader Bay Area of Northern California. RESO has overall responsibility for managing a program that optimizes the utilization of its off-campus real estate assets to further the facilities goals and financial objectives of the Berkeley Campus. RESO develops plans, policies, procedures and standards for delivery of real estate services within VC Finance / Capital Strategies and the broader campus. The office manages real estate sales, purchases, joint ventures, leases and development opportunities on behalf of the campus.
The Director, Housing Development position is responsible for directing the development, design and implementation of strategies to increase the amount of housing available to University constituencies in order to further the mission of the University. The position is also responsible for assessing off-site properties for lease, or potential purchase and then managing the successful completion of property acquisitions. The position is responsible for preparing and analyzing complex financial analyses to determine the feasibility of development and acquisition projects. S/he oversees staff or external consultants who perform support services for this function, directing many of the administrative and financial management activities of the unit.
This person represents and promotes the University’s interests with high-level representatives of outside governmental agencies in order to obtain development entitlements. Project scope includes difficult and complex assignments in the development, revision, refinement and amplification of real estate development plans and acts as a technical specialist in addressing campus and community real estate challenges relating to the University. This position requires a broad understanding of development and planning policies within the cities of Albany, Berkeley, Oakland, Richmond and San Francisco. The position involves the development of a wide range of large, complex development projects including but not limited to hotels, housing, retail, and office uses.
•Directs, organizes and implements the highest level real estate development services in consultation with the Associate Vice Chancellor, Real Estate and other senior campus and/or University administrative officers. •Plans, organizes, supervises and/or performs the highest level planning services campus and/or University-wide administrative officers engaged in physical and community planning functions, such as comprehensive review/comment on proposed future development projects as well projects currently included in the short and long range campus development plan. •Serves as a technical expert on campus real estate matters at either campus or University-wide levels of administration. Provides leadership, guidance, education, policy development to the campus on a significant policy domain, appraisals, financial feasibility studies, inspections, meetings, and represents the campus to external agencies •Serves as a technical expert in campus planning and community planning problems relating to the campus at either campus or University-wide levels of administration. Performs the most difficult professional work in the development, revision, refinement and/or amplification of strategies to manage the campus’s off-campus real estate assets in furtherance of the Long Range Development Plan. Participates with high-level management in strategic thinking and planning in policy domain. Develops proposals and recommendations to guide and support a broader strategic direction for the organization. •Performs the most difficult professional work in the development, revision, refinement and/or amplification of long range development plans. •Assignments typically include resolving complex issues/problems requiring specialized knowledge and incumbent is widely recognized and consulted by campus staff for their expert knowledge of campus and community planning. Identifies policy issues of importance to the Campus which frequently cross organizational lines and require research of state and national organizations; develops appropriate analytical and procedural framework for addressing the issues on the Campus. Formulates new policies and procedures for implementation on the campus. Ensures campus compliance with legal and regulatory requirements in a complex changing environment. Plans, develops and implements new programs and organizational structure changes required to implement new policy. •Oversees staff or external consultants who perform support services for this function, directing many of the administrative and financial management activities of the unit. -May approve time sheets and vacation -Provides leadership, direction and managerial oversight to subordinates. -Independently selects subordinates OR participates in interviews and makes recommends as to who should be hired; -Writes annual performance review and independently determines subordinates' performance ratings OR recommends performance ratings; -Works closely with HR Business Partner on personnel issues as needed. •Represents the campus and/or University-wide administration in community and governmental relationships. Represents the campus to local, regional, and area governing bodies and planning commissions or boards. May oversee work of lower level professional positions. Proposes, leads and/or participates on policy and planning committees and working groups. Works with the Office of the President and other campuses to attain a coordinated system-wide approach responsive to Campus needs. Analyzes, predicts and advises constituencies regarding direction in the absence of clear external and internal practices. •Represents the campus and/or University-wide administration in community and governmental relationships.•Expert knowledge/skills in all aspects of real estate development (particularly residential), property acquisition, other real property-related fields, including knowledge/skills in large-scale site planning and development. •Expert written, verbal, and interpersonal communication skills, including expert level political acumen and negotiation skills. Ability to work with diverse stakeholders. •Expert skills in building, maintaining and nurturing strong professional relationships to achieve short and long-range campus development goals. •Expert analytical and project management skills. •Expert knowledge of the campus, including its real property assets, short and long-range development plans, infrastructure and current, on-going and future design and development plans. •Expert knowledge/skills in all aspects of city planning, architecture, other planning-related fields, including knowledge/skills in large-scale site planning. •10+ years of experience in all aspects of real estate development •5-10+ years of experience overseeing staff and/or outside contractors •Proven real estate development project management skills and ability to deliver project on time and within budget •Master's degree in Business Administration, City Planning (with a property development focus) or other real estate related field, or related training/experiences.
