The Grants and Agreements Officer (GAO) is a professional staff member of Sponsored Projects Administration (SPA), the centralized administrative unit at Portland State University (PSU) responsible for University-wide administration of external funding received by the University in the form of grants and contracts for research and other scholarly activity. SPA staff provide expertise and professional support to faculty and staff throughout the sponsored projects life-cycle.
The Grants & Agreements Officer (GAO) leads a central office Grants and Agreements Team (GAT) of research administrators responsible for submitting proposals for external funding on behalf of the institution; negotiating award terms and conditions with sponsors; preparing and submitting certified financial reports; and overseeing award compliance and award management for a large volume and diverse set of complex federal and non-federal sponsored projects. In addition to supervising and mentoring the Grants & Agreements Analyst(s) (GAA) on the GAT and managing the team's workload, the GAO serves as a member of the team, performing the same set of tasks as GAAs.
The GAA serves as an Authorized Organizational Representative (AOR) for PSU with authority to negotiate and accept awards; bind the institution to financial and administrative commitments; certify financial reports; and certify compliance with federal regulations on behalf of the institution in accordance with PSU's Delegated Signature Authority Policy.
Bachelor's degree and four or more years of related experience. A Master's Degree may substitute for a portion of experience requirements.
Related experience includes:
Experience interpreting and applying federal and state laws and regulations, including experience in financial management of sponsored awards.
Experience using financial accounting systems or fund accounting systems.
Working knowledge of federal regulations governing research (e.g., OMB Circular A-21, OMB A-110, A-133, Federal Acquisition Regulations, and sponsoring agency policies).
Excellent verbal and written communication skills.
Ability to learn quickly, apply creativity, understand complex processes and procedures, prioritize workload, set and meet deadlines, and perform well with a minimum of direct supervision.
Demonstrated commitment to excellent customer service and focus on customer support.
Knowledge, skills, and abilities required to perform the duties of the position:
Ability to manage complex budgets involving multiple departments, collaborations, external partners, and cost-sharing requirements.
Ability to monitor and communicate project status, keep multiple projects on track.
Interpersonal skills for inter-departmental communication and team-building in a complex institutional setting.
Experience in sponsored projects administration at an institution of higher education strongly preferred.
Supervisory experience strongly preferred.
Experience negotiating contract terms and conditions preferred.
