Thomson Reuters Special Services, LLC (TRSS) provides intelligent information and solutions for U.S. government agencies. We are currently seeking Contracts Manager to join our growing team. The Contracts Manager position will report to the Head of Strategic Contract Operations. The Contracts Manager will serve as a hands-on contracts expert, assisting with complex negotiations with government and commercial customers, strategic partners, and vendors. Day to day duties include contract review and approval, drafting, and negotiation, providing timely counsel to all areas of the business and providing contract support to all levels of personnel, with emphasis on the sales team. The Contracts Manager will draft, negotiate and approve complex custom contracts for the purchase of data, technology and subject matter expert analysts as well as vendor and strategic partner contracts. Additionally, the position supports the business development team on government issued solicitations. This position will also provide focused administration support on government contracts including federal schedule contracts such as GSA and other procurement vehicles.
Review terms and conditions for Requests for Proposals, Invitations to Bid, as well as other informal bidding opportunities for government customers
Negotiate directly with external customers, strategic partners and vendors
Review and respond to requests for modifications to contracts for TRSS products
Provide contract guidance in the resolution of contract issues and disputes.
Provide guidance and support of Federal government contracts
Work directly with government contracting officers and other procurement professionals in the government sector
Provide contracting support to sales professionals
Become thoroughly familiar with TRSS’ customer contracts, products, pricing models and systems.
Draft contracts addenda and templates as needed
Develop and maintain a contract repository
Perform training for sales teams and other teams as necessary
5 years in customer/vendor contracting, sourcing, government contracting and/or procurement contracting.
At least 3 years of federal government contracting experience required.
Experience drafting and negotiating buy-side commercial contracts a plus.
Experience responding to and/or drafting government solicitations/RFPs, contract administration, and government contract compliance.
Knowledge of government procurement/contracting laws, rules and regulations such as commercial items contracting requirements, Federal Acquisition Regulations (FAR), and Defense Federal Acquisition Regulations (DFAR).
Knowledge of and experience with multiple award Contracts, such as GSA preferred.
Experience structuring, drafting, analyzing and negotiating a wide range of contracts, including content, software and service agreements, master agreements, NDAs, SaaS agreements, and Service Level Agreements, both buy-side and sell-side.
Experience working with and advising a sales organization.
Experience engaging with government contracting officials, system integrators, prime contractors, subcontractors, and resellers.
Demonstrated internal and external negotiation skills.
Establish and maintain effective working relationships across all levels of the organization and with external individuals and groups.
Work well as a team member and build rapport and trust with both internal and external stakeholders.
Plan, organize and manage multiple projects and to adapt the workload to fast-paced and changing priorities.
Possess a high level of integrity and professionalism.
Excellent written/verbal communication skills.
Proficiency in MS Office including Word.
Ability to successfully balance the interests of the customer with maintaining a good legal and fiscal position for the company.
Ability to think strategically and creatively, to identify and resolve legal issues, possess knowledge of the business.
Ability to obtain and maintain a Top Secret national security clearance.
