The University of Maryland, Baltimore (UMB), Office of Emergency Management is currently recruiting for the position of Manager, Emergency Management Continuity of Operations.
This position independently manages research, development, maintenance, and analysis of the University's business and research continuity plans and related programs to predict, prevent, and mitigate impacts on infrastructure and population from natural, technological, and manmade emergencies disasters.
UMB is comprised of 6.1 million square feet of complex medical research and state of the art clinical services and teaching space located in 65 buildings on 61 acres in downtown Baltimore. Comprised of 6 nationally ranked professional schools and an interdisciplinary graduate school, UMB annually enrolls approximately 6500 students and employs over 7000 faculty, professional and support staff.

Essential Functions: Manages the development and maintenance of a university-wide business and research continuity program including: development of tools and instructional guides for various schools, stakeholders, and university components.
Manages continuity planning and event management, development and facilitation of university-wide event exercises, relationship management with external vendors, development of university policy, standards, and guidelines as it relates to continuity.
Leads the development of the University's Critical Infrastructure, Personnel, & Resources program.
Ensures the university maintains program processes and practices which effectively ensure that the program remains current and incorporates/aligns with industry standards and practices as appropriate, and adequately covers regulatory requirements.
Manages the analysis of impact on, and risk to, essential business functions or research to identify acceptable recovery time periods and resource requirements.
Develops emergency management plans for recovery decision making and communications, continuity of critical departmental processes, or temporary shut-down of non-critical departments to ensure continuity of operation and governance.
Develops contingency plans to deal with organizational emergencies. Writes reports to summarize testing activities, including descriptions of goals, planning, scheduling, execution, results, analysis, conclusions, and recommendations.
Manages and/or organizes various committees and teams to consult with program heads and administrative officials on policy and program needs as well as various administrative issues.
Performs other duties as assigned by the Executive Director.
Education : Bachelors; Masters in related field preferred.
Experience : Six (6) years of continuity of operations planning program oversight including program planning, budget, testing, exercising, and execution. Experience with continuity of operations planning in an emergency management and/or research environment preferred. Required Licensure/Certification : Certified Business Continuity Professional, IS-100.HE, IS-200, IS-700, and IS-800.
Preferred Licensure/Certification: IS-300, IS-400, Homeland Security Exercise and Evaluation Program, Associate or Certified Emergency Manager
Other: No substitution of experience for minimum education requirement
Knowledge, Skills, and Abilities
Knowledge of emergency management principles, practices, organizations and procedures. Knowledge of local, regional, state and federal organizations and available resources and public safety approaches. Knowledge of Continuity of Operations Planning (COOP), National Incident Management System (NIMS), Homeland Security Exercise Evaluation Program (HSEEP), Citizen Corps Program, Urban Area Security Initiative (UASI) Program, Emergency Management Assistance Compact (EMAC).
Knowledge of general office equipment and personal computers to include word processing, spreadsheet, and related software.
Considerable knowledge of principles and processes for providing customer service. This includes establishing and meeting quality standards for services, and evaluation of customer satisfaction. Plans and organizes daily work routine. Estimates expected time of completion of elements of work and establishes a personal schedule accordingly. Implements work activities in accordance with priorities and estimated schedules.
Seasoned ability to communicate complex and technical ideas and proposals effectively so others will understand, to include preparation of reports, schedules, and documentation; includes ability to listen and understand information and ideas presented verbally and in writing.
Ability to critically analyze, interpret, and apply research findings and recommendations. Ability to research and develop training and safety related programs and curricula from a variety of sources to include federal and state safety regulations.
Ability to perform arithmetic, algebraic, and statistical applications to perform financial transactions. Ability to employ economic and accounting principles and practices in the analysis and reporting of budgeting data.
