Public Health Division Manager (Administrative Manager III)

This recruitment will establish an open eligible list. This list will be used to fill two (2) immediate vacancies, and can be used to fill future Administrative Manager III positions with this specialty. This recruitment may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

PUBLIC HEALTH SERVICES
Public Health Services (PHS) is made up of the divisions described below and works with the community to assure a competent workforce, evaluate services, and conduct research: •Disease Control and Epidemiology ?Disease Control & Epidemiology protects the health of Orange County residents by monitoring reportable communicable diseases, investigating communicable disease outbreaks, and through prevention and treatment programs, such as for STDs, HIV, and tuberculosis (TB)
•Family Health ?Family Health promotes family-focused preventative health care through developing community linkages and integrated programs such as, clinical and community services for maternal, child, and adolescent populations, nutrition services, and dental services
•Health Promotion ?Health Promotion protects the health and safety of Orange County residents by providing health education and building the capacity of individuals, organizations, and communities to promote optimal health and prevent disease, disability, and premature death
•Public Health Laboratory ?Public Health Laboratory provides clinical diagnostic and environmental laboratory support services for all programs within the Agency, consultation services to other laboratories and the medical community, and biothreat agent testing services for law enforcement
•Public Health Nursing ?Public Health Nursing provides community and in-home health education, health assessments, case management, and health access support to promote optimal health across the lifespan
•California Children's Services ?California Children's Services (CCS) is a statewide program that provides authorizations for medical care, financial assistance, and medically necessary physical and occupational therapy services to children who meet the CCS eligibility criteria
HCA, PHS is recruiting for two (2) Division Managers within Public Health, which are as follows:
•The Division Manager for Disease Control and Epidemiology (DCE) is responsible for oversight, management and direction of core/mandated public health functions including; monitoring the incidence of reportable diseases in the community, preventing communicable diseases, promoting disease prevention, and assuring access to treatment of communicable diseases. The division includes clinical services for TB, HIV and STDs, is responsible for community planning and coordination of HIV services throughout Orange County, and is responsible for the registration of all births and deaths for the County. The DCE Division Manager works collaboratively with all public health divisions to effectively manage food borne outbreaks, communicable disease outbreaks, ongoing surveillance and control activities, and disease prevention efforts. •The Division Manager for the Family Health Division is responsible for oversight, management and direction of clinical, community and nutrition services primarily focused on maternal, child and adolescent populations including: provision of preventive pediatric and family planning clinical services, dental care to children, adults with emergency dental needs and individuals living with HIV, maintenance and support of a community network of quality prenatal and pediatric medical providers, administration of the federal Women, Infants and Children (WIC) supplemental food program and community nutrition education efforts targeting underserved communities. The Family Health Division Manager works collaboratively with hospitals, medical providers, community organizations and schools to deliver services; providing education and linkage to resources aimed at helping families attain optimal health and wellness. •Both Divisions have annual operating budgets of more than $20 million with greater than 150 professional and paraprofessional staff including physicians, public health nurses, and other licensed health professionals. Both divisions are responsible for management of multiple grants and contract management for various services in the community.
DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
The ideal candidate will be a seasoned public health professional with extensive knowledge and experience in public health services and programs, and will possess a Master's Degree in Public Health, Public Administration, Nursing, or in a related field. Additionally, the ideal candidate will have a minimum of five years of work experience in public health services with progressive increasing level of responsibility including a minimum of three years of experience as a manager of core public health functions and services. Moreover, the ideal candidate will have extensive knowledge and/or experience in the following core competencies:
•Public Health Knowledge | Experience?Understanding and implementation of program and policy developments surrounding relevant public health local, State, and Federal laws and legislations ?Understanding and application of public health policies and best practices in such areas of maternal and child health, epidemiology, and/or disease control ?Developing, in collaboration with HCA Procurement and Contracts Departments, Requests for Proposals and contracts ?Understanding and utilizing Microsoft Suite and/or comparable programs
•Leadership | Managerial Skills ?Fostering a collaborative approach across all service functions that supports compliance and quality improvement efforts, provides information necessary for decision making and engages all levels of participants in contributing to the process ?Supervising various levels of clinical and support staff as well as partnering with Human Resource Services on staff management issues ?Training, directing, and evaluating subordinate staff and maintaining team objectives and standards with minimal direction and control ?Working collaboratively with direct reports to align personal development and goal achievement with business objectives
•Judgment | Decision Making Skills ?Identifying and resolving technical issues and problems through good judgment and decision making utilizing technical expertise ?Analyzing problems and proposing solutions while dealing with changing priorities
•Relationship Building | Effective Communication Skills ?Developing and delivering effective written and verbal communication with various audiences, i.e. vendors, executive management, and other public entities ?Creating rapport and negotiating with vendors/department staff to correct or mitigate contract performance issues or conflicts ?Working with business users to gather requirements, write functionality, and technical specifications ?Collaborating with social services, County Public Health Services contract Agencies and other stakeholders as it relates to public health services
