The Office of Academic Clinical Affairs (OACA) and the Clinical Translational Science Institute (CTSI) at the University of Minnesota seek an experienced human resources generalist to employ an active business partner philosophy to provide core HR services to leadership, faculty, supervisors and staff in the areas of hiring and recruitment, on-boarding, compensation, performance management and evaluation, contract and policy interpretation, employee and labor relations, employee engagement, compliance, and process improvement.
This role is a member of both the OACA Human Resources team and the CTSI Administrative Team, with a dual reporting relationship.
Job Responsibilities: Employee Relations (30%) ? Serve as first point of contact for CTSI supervisors and staff on HR policies, procedures and practices on employee and labor relations that govern each employee group. ? Guide supervisors in performance management and performance evaluation best practices, including participating in employee relations activities and grievances as needed. ? Ensure management practices comply with state and federal employment law as well as official University policies and employment contracts. ? Maintain knowledge of significant employment laws. ? Provide individual specific mentoring and coaching of supervisors on how to appropriately engage their workforce. ? Partner with various units throughout the organization to gain expert advice to apply to issues that arise, partners include departments such as OACA HR, Office of Human Resources, Office of the General Counsel, Office of Equity and Diversity, Disability Resource Center, Office for Conflict Resolution. ? Assist OACA HR Consultant with employee complaints including those that come from both formal and informal channels.
Recruitment, Hiring, Onboarding and Workforce Planning (30%) ? Consult with, provide guidance on and coach management and supervisors on HR policies, procedures, rules, contracts and practices related to recruitment that govern each employee group, including development of position descriptions, candidate sourcing, search activities. ? Posts positions in the University’s employment system and monitors applicant pools. ? Partners with supervisors and OACA HR Recruiters to develop strategic recruiting plans for hard-to-fill positions and/or to increase applicant pool diversity. ? Supports hiring authorities and search committees, including meeting facilitation. ? Leads CTSI onboarding process and onboarding “team” while collaborating with managers to facilitate a welcoming, inclusive environment and strong onboarding experience for new hires. ? Advise managers and supervisors on University EOAA policies and guidelines to ensure compliance, communicate affirmative action goals to managers, provide managers with resources to attract diverse candidates. ? Interpret and apply international visa and Permanent Residence policies and procedures, and advise management, supervisors, international employees and visitors on related issues, partnering with University and external counsel as appropriate. ? Partner with OACA HR and CTSI management in the layoff and non-renewal process. Determine bumping rights and provide guidance on the notification process as well as related benefit programs.
Performance Management and Development (20%) ? Provide consultation and coaching to supervisors, managers and employees on issues related to performance management, including annual performance reviews and use of online system, setting expectations and how and when to give feedback. ? Identify HR-related patterns and developing interpretations/concepts to make recommendations and/or implement plans related to administering performance management and new civil service compensation/merit programs. ? Coach leaders in performance management, employee development and leadership development. ? Manage probationary and annual performance appraisal process by facilitating and supporting CTSI management use of the OACA online Performance Appraisal Tool (PAT)
Compensation and classification (15%) ? Work with hiring managers, OACA HR Recruiters and/or OHR to identify appropriate job classifications and starting salaries for new employees. ? Evaluate internal equity and recommend remedies, as needed, including preventive retention adjustments. ? Partner with OACA HR Consultant, Recruiters, managers and employees on job reclassification, including JEQ, processes ? Collaborate with CTSI Chief of Staff on oversight of staff merit pay plans and administration.
Other (5%) ? Partner with OACA HR Consultant to support University, OACA and CTSI-wide HR programs and initiatives, such as employee engagement initiatives or manager training programs, and participate in work-teams assigned to address overall University or OACA human resources issues, projects, and programs.

BA/BS degree in Human Resources or related field plus at least five years of related professional HR experience or a combination of related education and professional work experience to equal nine years, with strong generalist skills and knowledge ? Experience working successfully within a complex, highly matrixed environment such as higher education, non-profit, or government ? Experience managing confidential matters with discretion and sensitivity ? Experience working in a fast-paced, quickly evolving environment ? Experience working collaboratively with people of all levels and types of positions within an organization ? Demonstrated strong written and verbal communication skills ? Demonstrated working knowledge of employee relations, employment law, compensation, and employee engagement. ?
