Cybersecurity is a rapidly growing key segment for economic development and prosperity in Maryland, with major employers from the federal government and private sectors located within the State. Over the past decade, UMBC has developed a strong national and international reputation in the areas of cybersecurity research and education with several complementary efforts underway across the campus.
UMBC’s Center for Cybersecurity (UCYBR – https://cybersecurity.umbc.edu) is an interdisciplinary center founded in 2012 to unify UMBC’s many cybersecurity research capabilities. UCYBR provides Maryland and the Nation with academic and research leadership, collaboration, innovation and outreach in this critical sector by aligning our institution’s academic, research, workforce development and technology incubation activities to advance UMBC’s position as a leading research university in cybersecurity-related disciplines. UCYBR currently comprises over 30 affiliated faculty members from a broad range of academic disciplines including computer science, electrical engineering, information systems, mathematics & statistics, physics, economics and public policy.
UMBC’s Center for Information Security and Assurance (CISA – https://cisa.umbc.edu) is an inter-departmental center promoting research, education, and best practices in information security assurance. CISA was established in 2001 and has been responsible for the campus designation as both a Center of Academic Excellence in Information Assurance Education (CAE-IA/CD) and in Research (CAE-R).
UMBC faculty lead several major research partnerships in cybersecurity, including academic leadership of the National Cybersecurity FFRDC in collaboration with MITRE and a national community of academic institutions in support of the National Cybersecurity Center of Excellence (supported by NIST). Other prominent cyber initiatives include a multi-year research partnership with the U.S. Naval Academy (supported by ONR); the Accelerated Cognitive Cybersecurity Lab (supported by IBM); the CyberCorps: Scholarship for Service (SFS) program (supported by NSF); the UMBC Cyber Scholars Program (supported by Northrop Grumman), preparing the next generation of cybersecurity professionals.
UMBC provides comprehensive education and training programs to meet many needs in cybersecurity – through undergraduate and graduate degrees via academic departments on the main campus and at Shady Grove and through the UMBC Training Centers. UMBC has active international cybersecurity collaborations with numerous institutions in Europe and in Asia. UMBC’s economic development efforts are effectively leveraged by a thriving small-business cyber-incubator within the bwtech@UMBC Research & Technology Park (http://www.bwtechumbc.com) adjacent to the main campus.
Reporting directly to the Vice President for Research, the incumbent is responsible for the strategic positioning and growth of UMBC’s cybersecurity initiatives. The incumbent will interact closely with the leaders of the various cybersecurity initiatives on campus for strategic alignment and growth and represent UMBC at regional, national and international meetings and events.
Specific duties for the incumbent include, but are not limited to: strategic planning and active business development to expand UMBC’s collaborative cybersecurity partnerships with public and private organizations; development of external funding proposals to grow and sustain a robust cybersecurity-oriented research and education portfolio, and developing initiatives and activities to enhance the visibility of UMBC’s broad portfolio of cybersecurity initiatives.
Required Minimum Qualifications:
Graduate degree required. Requires a minimum of fifteen years of experience in cybersecurity organizations with increasing leadership responsibilities up to and possibly including senior executive and/or flag-officer levels.
Desirable candidates will be widely known and respected within the government and commercial cybersecurity community, have a proven track record of working within joint academic-private sector-government environments, have prior experience in developing and securing external contracts/support, and can effectively articulate UMBC’s strengths in cybersecurity as related to research, education, and entrepreneurship.
