The primary purpose of the Assistant Director of Design and Construction is to provide oversight of planning, design and construction of both new and renovated capital improvement projects for North Carolina A&T State University, to streamline the time for a project to go from conception to completion. This will be accomplished through assessment of existing facilities and direction from senior administrative officers; and planning, design permits, bid award, change order and close-out management. This person will supervise three project managers during the construction phases of all projects. This individual will also be responsible for overseeing and directing on-the-job training for the professional staff.
Primary Function of Organizational Unit:
Organizational Unit The Office of Design and Construction provides planning, design, construction oversight and financial management of the university's capital improvements program for new construction and major renovations. The office submits justification request for new construction and major renovations to the state legislature, the university governing office, grant agencies and review boards. The office oversees project creation, cost estimates, designer selection, plans and specifications development, selection of engineering systems, approvals from schematic design through construction documents, permit acquisition, evaluation of bids, selection of contractors, awarding of contracts, change orders, project completion and warranty corrections. The office also manages recruitment of historically underutilized businesses and their utilization on new construction and major renovations, acquire real property and lease property, serve as the engineering primary point of contact for external agencies such as the City of Greensboro, Duke Power, Piedmont Natural Gas, state agencies. The office is responsible for ensuring all applicable federal, state and city codes, policies, regulations and grant requirements are adhered to; responsible for submitting monthly, quarterly annual and special reports to the university governing office, state agencies, federal government and grant offices. Bachelor’s Degree in the Engineering discipline related to the area of assignment; or and equivalent combination of training and experience. Some positions may require licensure by the North Carolina Board of Examiners for Engineers and Surveyors. All degrees must be received from appropriately accredited institutions.
Strongly prefer at least eight years of experience in project design, management, implementation, assessment and construction of institutional or commercial building projects.
Five or more years of experience in the building construction and/or maintenance field.
Knowledge of the building trades, such as electricity, carpentry, HVAC and plumbing.
Experience with undertaking engineering economic analyses, reading and interpreting blueprints and building codes.
Strong leadership and management skills.
Understanding of federal and state occupational safety and health regulations.
Prior working experience supervising contractors and a thorough understanding of the contracting process.
Computer proficiency; Microsoft Word and Excel.
