To assist the Sr. Director P&MM in the efficient administration of the design build and or other innovative project delivery method for acquisitions by providing complete and continuous oversight and support of all aspects of design build projects including, new rolling stock, station and facilities and customer based technology projects. In addition, provide forward thinking and innovative procurement strategies that coincide with state and national industry leaders.
Direct and oversee procurement planning, developing, and implementing, in conjunction with all Design Build projects. Ensure the timely and efficient delivery of contract administration services including solicitation, negotiation, award, ongoing administration and closeout of Design Build procurements. Develop strategies on the best procurement methodology in the areas of rolling stock acquisition, facilities and structures, and new technology projects that will enhance the customer experience. Direct and oversee staff in the timely and efficient procurement using best value as the basis of award.
Work with procurement staff on direction and guidance to ensure that national and global procurement trends are evaluated for applicability to the MNR Capital Program and Operations group projects. Ensure best practices are followed for best value timely and cost-effective procurement methodology.
Act as liaison, both independently and as support to the Senior Director with internal customers and with Sr. MNR Management for the purposes of ensuring the efficient operation and management of the Design Build and Innovative Procurement Delivery subgroup of P&MM, including problem solving and troubleshooting.
Communicates, corresponds independently and with the Sr. Director and/or Deputy Director Procurement Policy & Quality with external parties including but not limited to, the MNR Committee and Board, and various audit and oversight organizations in all matters relevant to Design Build procurements. In addition, act as liaison for MNR in working within the MTA and the Railroads sister agencies in developing cohesive best practices within the Agency.
Oversee the Design Build and Innovative Procurement subgroup on personnel matters, including overall staff performance, adherence to policies/procedures in procurement activity, personnel actions involving hiring, promotions, training and employee development.
Demonstrated leadership with ability to train, motivate and foster teamwork.
Detail-oriented with strong organizational, analytical, problem solving and planning skills.
Excellent ability to operate effectively in high pressure situations; must be flexible and adapt to change.
Excellent ability to direct a multi-level professional staff with a minimum of supervision and guidance.

Working knowledge of products and materials, procurement and cost principles, terms and conditions, contract law, public sector purchasing and governmental regulations and NYS Contracting Provisions.
Detail-oriented with strong organizational skills.

Strong verbal and written communication skills.
Strong knowledge of inventory & procurement principles, systems and government procurement regulations.
Working knowledge of Microsoft Office Suite and/or comparable applications.
Familiarity with Procurement and Material Management systems, and/or Transportation/Railroad Operations.
Familiarity with public sector purchasing (MTA Agency, NYS, and/nor NYCT) All-Agency Procurement Guidelines.
Familiarity with Federal Acquisition Regulations (FAR), Federal Transportation Adminstration (FTA) Procurement Regulations, including Circular 4220.1F and Buy America.
B.S./B.A. Business Administration, Finance, Management, Transportation, or an associated field.
Minimum of ten (10) years of experience in a progressively responsible administrative position with emphasis on procurement, contract administration, engineering and/or construction as it relates to solicitation and negotiation of awards for goods and services.
Minimum of five (5) years managing professional staff.
Minimum of two (2) years of experience utilizing design build or other innovative procurement methodology.
Master’s Degree in Business, Finance, Engineering, Transportation, Public Administration, Economics or related field.
This is a safety sensitive position and subject to toxicology testing. As an employee of Metro-North Railroad you may be required to complete a New York State financial disclosure statement, if you earn more than $95,534.00 or if you hold a position designated as a policy maker.
Effective September 2017, all full-time non-agreement personnel other than those directly involved with the movement of trains or delivery of service, or assigned to other emergency response teams, are required to serve in the Station Terminal Auxiliary Response (STAR) program requiring Terminal coverage for Grand Central Terminal (GCT) from 4:30 PM-7:30 PM one week per year or responding to Station STAR duty during a service disruption, system-wide at various hours including nights and weekends. This program is designed to improve Metro-North’s ability to provide customer service during emergencies that impact service delivery or other service disruptions that require staff to provide directions and information to MNR customers at GCT or outlying stations. Please note, hours worked during your participation week are subject to change.
SELECTION CRITERIA Due to the competitive nature of the selection process, not all qualified candidates who meet the minimum requirements for the position are guaranteed an interview. Metro-North may also require the applicant to undergo a physical ability test, and, if the Company extends a conditional offer, may require him or her to undergo a medical examination, which may include toxicological testing.
