Payroll Administrator / Budget Analyst - Eberly College of Arts & Sciences 10087
The Eberly College of Arts and Sciences at West Virginia University is seeking applications for a Budget Analyst Senior. This position coordinates the fiscal management of all of payroll and budget. This includes fiscal administration and dissemination of policies and procedures for the Office of the Dean in the Eberly College, as well as the Reed College of Media.
In order to be successful in this position, the ideal candidate will:
Work with the Manager of Business Operations for planning, developing, implementing, and monitoring all payroll and budget operations for the Eberly College and Reed College.
Oversee funds including state appropriated, external grants and contracts, independently generated revenue, and WVU Foundation funding, with a total fiscal budget of approximately 130 million dollars.
Co-coordinate and manage MyTime system for time cards and MyAccess Leave Request System.
Establish, modify documents, and coordinate operation of accounting and accounting control procedures for payroll and budget, ensuring proper recording and processing of budget request forms.
Monitor, review and oversee the reconciliation of payroll and budget transactions using internally created and maintained ledgers, centralized University online computer information, and financial reports generated by the College, University and Foundation.
Compile, analyze, and advise administrator and faculty of funding and financial information detailing expenditure, availability of funds, costs, etc. to determine the financial position of a particular project, department, college or institution.
Prepare various managerial financial reports, summarizing current and projected trends. Review, analyze and interpret monthly reports and submit to administrator.
Analyze records of present and past operation, trends and costs, estimated and realized revenues, administrative commitments, and obligations incurred to project future revenues and expenditures.
Implement and monitor internal procedures for fiscal and administrative policies, being sure to remain in compliance with institutional, state, federal and agency guidelines. Interpret policies and procedures, and advise faculty and staff on these policies and procedures.
Provide functional guidance and training to staff and student workers who perform routine clerical and computer related activities.
Bachelor's degree in business administration, accounting, finance or an equivalent combination of education and experience
Three (3) years of experience in accounting and payroll
Knowledge of laws and regulations governing accounting procedures with the ability to interpret, apply, and explain these requirements
Knowledge of research accounting or external funds accounting
Demonstrated customer service orientation
Demonstrated ability to communicate in controversial or adversarial situations and to implement negotiation and conflict resolution skills
