The successful candidate is analytical, creative and innovative and has experience in a variety of administrative functions including budget, research and report writing, and human resources.
The Staff Services Analyst is responsible for performing professional work with substantive and significant responsibilities for fiscal and budgetary, procurement and contracts activities and internal service functions, as well as employee and labor relations related matters. The position requires considerable contact and the ability to have a successful working relationship with the General Manager, Directors, appointed committees and elected boards.
The Staff Services Analyst classification is responsible for performing professional level analytical and technical duties and performing fiscal, procurement, contracts and/or program analytical work. Incumbents gather, tabulate, analyze and chart data; interview and consult with General Manager, Assistant General Manager, Directors, employees, and others to give and receive information; prepare reports and make recommendations to General Manager or his/her designee on procedures, policies, and program/functional area issues and alternatives; develop and implement District initiatives, policies and programs related to personnel, finance, or administration; reviews and analyzes proposed legislation and advises management on the potential impact, and participate in District-wide strategic planning. Works in conjunction with, and receives general direction from, General Manager or his/her designee. Incumbents may supervise professional, technical, and/or clerical employees.
Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Equivalent to graduation from a four (4) year college or university with major course work in public administration, finance, business, government, political science or a related field;
Two (2) years of increasingly responsible work experience in a public agency conducting detailed analysis requiring the preparation of submissions of findings with recommendations to executive level staff.
Licenses and Certifications:
Possession of, or ability to obtain, a valid class C California driver's license.

About El Dorado Hills Community Services Disgtrict
The El Dorado Hills Community Services District was formed on May 21, 1962 by County Board of Supervisors Resolution No. 98-62 and under Government Code §61600 as an independent special district. The CSD serves a large, densely developed suburban population located east of the Sacramento County Line and mostly north of Highway 50. Major access roads/inhabited corridors include Highway 50, El Dorado Hills Boulevard, Silva Valley Parkway, Green Valley Road, Francisco Drive, Salmon Falls Road, Bass Lake Road and Latrobe Road. The EDHCSD boundary encompasses approximately 28 square miles (14,400 acres) and the District serves the most populated community in the county.
The CSD owns and manages over 294 acres of land including 138 acres of parks and 127 acres of open space. Fifteen of our parks remain undeveloped, while work on new parks continues. We have a full time staff of 26 park and recreation professionals and support staff, in addition to over 150 part time and seasonal employees.
