The Compliance Specialist functions within the ECU School of Dental Medicine to directly support the development, implementation, and administration of programs to comply with legal and regulatory requirements of SoDM's clinical, academic and research programs and operations. The Compliance Specialist interfaces regularly with the ECU Office of Institutional Integrity, the ECUHIPAA Steering Committee, ECU Office of Enterprise Risk Management and other institutional offices and committees. The Compliance Specialist reports to the Vice Dean of the SoDM.
Maintains a high level of knowledge regarding health care regulatory matters; identifies ongoing regulatory compliance obligations of SoDM, its administration, and employees; verifies SoDM compliance in such areas as:
Patient rights and responsibilities
Clinical records and health information (e.g., HIPAA privacy and security, records, prescriptions, consent for treatment)
Government and other third-party payors' billing and reimbursement requirements
Provider credentialing and privileging; verification of training and certification requirements
Pathology and CLIA lab inspections
Provides overall management of the SoDM's standard operating procedures (SOPs).
Oversees the SoDM Compliance Program; chairs the SoDM Compliance Committee.
Provides educational training programs for new employee orientation, students and residents, related to health care regulatory requirements, compliance, and HIPAA privacy; monitors program effectiveness.
Responds to compliance-related concerns expressed by SoDM patients, staff, students, residents and faculty; maintains a compliance hotline and designated email for reports of incidents of potential non-compliance; retains a recorded summary/log.
Reports HIPAA privacy complaints to the Office of Institutional Integrity.
Interfaces with the Office of Institutional Integrity regarding provider reviews, ensuring provider response and corrective action, and regarding HIPAA privacy audits.
Serves as a member of the SoDM's Clinical Affairs Committee, Quality Assurance/Quality Improvement Committee, Safety Committee and other committees as appropriate.
Compiles and updates SoDM Business Continuity Plan.
Coordinates atypical patient records requests (e.g., court order, subpoena); consults with University attorney.
Monitors SoDM employees' acceptance of Health Sciences Code of Conduct.
Plays key role in AAAHC accreditation process.

Organizational Unit Overview:
The Division of Health Sciences is the largest and most complex division within the University, employing more than 900 EHRA employees and 1,700 SHRA employees. The Division is composed of numerous Centers, Institutes, and agencies such as East Carolina Heart Institute and Eastern Area Health Education Center, the Colleges of Allied Health Sciences, Nursing, the Brody School of Medicine, the School of Dental Medicine, and the Laupus Health Science Library. In addition to the Academic and Administrative responsibilities of the division, the four professional schools provide clinical services throughout eastern North Carolina in a variety of settings and venues.
The School of Dental Medicine is composed of ten administrative offices and four academic departments. The Administrative units include the Offices of the Dean, Vice Dean, Associate Dean for Student Affairs, Associate Dean for Research, Innovation and Discovery, Associate Dean for Clinical Affairs, Associate Dean for Extramural Clinical Practices, Assistant Dean for Dental Education and Informatics, Assistant Dean for Educational Support and Faculty Development, Assistant Dean for Academic Success and the Executive Director for Business and Financial Affairs. The four academic departments are Surgical Sciences, Pediatric Dentistry and Orthodontics and Dentofacial Orthopedics, General Dentistry and Foundational Sciences and Research.
Included in the mission of the School of Dental Medicine is to educate dental care providers (both dental students and dental residents) and to address the oral health care needs of the underserved population of North Carolina. The School of Dental Medicine meets these missions by operating dental clinics that provide both educational experiences for the dental students and residents and provides dental care to the residents of North Carolina. These clinics occur in both Ross Hall in Greenville, North Carolina, as well as Community Service Learning Centers located throughout North Carolina. In order to operate these clinics, appropriate dental auxiliaries and clinical staff are needed.
