Under the general supervision of the Associate Vice President for Finance, the Director of Enterprise Risk Management plans, develops and coordinates a comprehensive Enterprise-wide program of risk management and mitigation. The Enterprise consists of the University, Auxiliaries and Self-Support Programs.
The Director will develop, implement, monitor, and evaluate programs and services across the university enterprise to mitigate risk in the following areas: Hazard, Financial, Operational, Reputational, Strategic, and Compliance.
In addition, the Director will be responsible for implementing, interpreting and monitoring governmental regulations and Chancellor’s Office directives regarding risk management. Responsibilities also include a broad array of special projects associated with the Division of Administration and Finance.
ESSENTIALDUTIESANDRESPONSIBILITIES include, but are not limited to, the following:
Develops, implements and manages the University’s Risk Management Program, including the campus Auxiliaries. Liaisons with the Chancellor’s Office of Risk Management, the California State University Risk Management Authority, and other CSU risk managers. Develops risk management policies and procedures. Provides guidance and resources to facilitate, at the department and program level, development of an Enterprise Risk Management system.
Coordinates the University’s Business Continuity Plan.
Manages campus liability claims, including conducting appropriate follow-up and coordinating investigations when required. Works closely with external organizations; which may include but is not limited to campus legal counsel, outside insurance companies, private investigators, and other on-campus and off-campus individuals to resolve claims against the campus.
Liaisons with campus departments for review and risk assessment of planned activities, service agreements, rental agreements, contracts, special events, travel, or other special circumstances; and facilitate additional insurance coverages as needed. Reviews student placement and intern proposals (e.g., Service Learning, Social Work, Nursing, etc.) for risk and insurance coverage. Maintains collaborative and consultative relationships with on-campus and off-campus partners to plan, review and implement risk management processes.
Manages and implements the overall liability programs and coverages provided through CSURMA and AORMA. Maintains an up to date understanding of program changes and coverages and the resulting impacts to the enterprise.
Manages and updates the enterprise Real Property Schedule annually.
Oversees the Defensive Driver Program.
Responsible for implementing a comprehensive program that deals with the safety of minors on campus.
Monitors the department budget relating to risk management. Provides functional and/or staff management direction, as assigned.
Coordinates the distribution and implements training of policies and procedures to the campus. Researches CSU system wide risk management guidelines and policy compliance. Performs complex analytical and/or interpretive tasks involving risk management. Reviews existing business processes and recommends needed improvements.
Collaborates and disseminates information with other campuses on related activities.
Performs other job-related duties and special projects as assigned.
Education: Equivalent to a Bachelor’s degree in Business, Public Administration or a related field.
Experience: A minimum seven (7) years of experience which involved the study, analysis and evaluation, leading to the development and implementation of administrative policies, procedures and practices related to risk management.

This position is a designated position in the California State University’s Conflict of Interest Code. The successful candidate accepting this position is required to file a Statement of Economic Interest subject to the regulations of the Fair Political Practices Commission.
This position has been designated as a sensitive position with:
responsibility for the care, safety and security of people (including children and minors), animals and CSU property;
authority to commit financial resources of the university through contracts greater than $10,000;
control over campus business processes, either through functional roles or system security access.
This position is designated as a Campus Security Authority, will be required to participate in annual training, and to immediately forward to the Clery Compliance Officer all reports of Clery Act crimes brought to their attention.
Must possess and maintain a valid license to drive in the State of California, pass the Defensive Training Class, and be insurable under the University’s liability coverage.
May require occasional evenings and/or weekend work.
Office environment with standard equipment and tasks. Position requires working at a computer and desk for extended periods. May require travel between campus offices and off-campus locations.
