The Town of Chapel Hill, NC seeks a business-savvy, proactive leader for its next Director of Business Management who oversees the divisions of budget development and analysis, purchasing, accounting, and payroll. The Town is seeking an expert in the management of governmental budgeting and finance with a proven track record in interdepartmental collaboration. Must be a systems thinker with a clear understanding of technical trends and innovations that allow for increased effectiveness. The position is open due to retirement of their long-time manager.
The Director of Business Management is a member of the Executive Team, along with the Town Manager, a Deputy Town Manager, Assistant Town Manager, and four Executive Directors who lead more than 700 employees across 13 departments. The Business Management Department has a staff of 18. A Town Budget of more than $107 million funds a wide range of services including a fare-free transit system, public library and public housing. The priorities of the next Director in this “Town and Gown” community are to leverage relationships among traditional department directors as well as with the leaders of the transit system, public housing, library and the dynamic partnership with the University. The Director must work to understand Council priorities and serve as an expert to provide them with responsible, fiscally sound and creative budget solutions to meet strategic goals. The next Director will also be tasked with evaluating MUNIS and other systems to maximize effectiveness of use, partnering with department directors to determine their budget and finance needs while working collaboratively towards solutions, a willingness to educate others about the budget and priorities in a community of high curiosity and engagement, and modeling high standards of customer service that result in excellent evaluations by department stakeholders.
The successful candidate will have a minimum of 10 years increasingly responsible professional experience in government finance and business operations. Prior experience in a supervisory and management role with 3-5 five years as a division manager or above is desirable. A minimum of a bachelor’s degree is required while a master’s degree is strongly preferred. Must have a proven track record in local government budget and finance, technology evaluation and innovation, interdepartmental relations, and excellent Manager/Council relationships. Work experience in a University community is desirable. LGFO credentials or the ability to those credentials within a designated timeframe is preferred.
