The Position Control Manager is responsible for managing position transactions for Cook County
Health (CCH) including facilitating the process of creating and modifying positions within CCH. This position is responsible for processing position transactions in accordance with policies established by the Department of Budget and Management Services of Cook County Government and Department of Budget of CCH as well as policies established by the Cook County Bureau of Human Resources and the Department of Human Resources of CCH. Uses a systematic approach to determine the number of positions needed, the skills and knowledge required, and the grouping and assignment of duties and responsibilities to achieve the maximum
efficiency and economy in the work force to accomplish the organization's mission while conserving average grade levels and controlling personnel costs. The position is responsible for aligning position control processes across all relevant departments. The position is responsible for communicating with departments on position status.
Responsible for the creation, maintenance, and monitoring of positions including associated cost against approved budget for each fiscal year.
Performs review all CCH job positions, including temporary and contract, against the approved budgeted positions for each fiscal year.
Performs review of position budget information to ensure that salary, hours, and FTE for requested positions to be created or filled compare favorably against the approved budget.
Processes proposals/formal requests to fill new positions and refill existing positions or to hire limited/contract appointments.
Coordinates with Department of Budget and Management Services of Cook County Government to secure position identification numbers (PID) and ensure that issued PIDs are properly set-up and entered in enterprise system.
Coordinates with Department of Budget of CCHHS to ensure PlDs entered in the system are approved and funded. Coordinates with Department of Human Resources of CCHHS to ensure the PID is not in the hiring process and can be used.
Facilitates process improvement to shorten and simplify sequence of approvals for filling new and existing positions.
Ensures that required approval from senior management are secured for all limited appointment/temporary positions and positions that are funded by grants, endowments, or philanthropy.
Tracks hiring process and turnover and ensures that once positions become vacant and the information associated with the positions are retained.
Maintains record of position data that will serve as basis for organizational planning, budgeting, recruitment, and reporting.
Performs other duties as assigned.
Bachelor's degree in business, finance, management, accounting, health management or other related field from an accredited college or university (Must provide official transcripts at time of interview)
Five (5) years of experience working in Human Resources or Budget in a healthcare environment
Prior experience working with position transactions
Prior experience reviewing and analyzing fiscal year budgets
Master's degree in Business or Healthcare Administration from an accredited college or university

Three (3) years of management experience within Human Resources or Budget
Experience and proven knowledge of scheduling, registration, authorization/referral, patient transfer, and information technology systems used to drive workflow and reporting for areas of responsibility
