MSMU's enthusiastic and innovative Bursar is responsible for maintaining the integrity of the University's student accounts receivable and collections efforts, while promoting and supporting a highly collaborative and engaged service-oriented culture. The Bursar is responsible for compliance with federal and state regulations, including Title IV aid refunds, IRS 1098T filings, and state escheatment processes. As a campus leader and problem solver, the Bursar works proactively with other University stakeholders to ensure that MSMU students, parents and staff receive the highest levels of customer service. The Bursar is expected to be passionate about leading, motivating and developing the Business office team.
Duties and Responsibilities:
The primary role of the Bursar is to establish and maintain policies and procedures to ensure the accurate and timely billing of tuition and fees to student accounts, monitoring student account activity and ensuring applicable financial holds are in place
Serves as the team leader of the Business Office staff by always exhibiting strong communication skills and respect for others, as well as an ability to handle all situations with tact, diplomacy, and composure.
Proactively works with other University departments to regularly seek out opportunities to improve Business Office efficiencies and the overall student experience.
Responsible to ensure that a collaborative relationship exists between the Business Office and all other departments. Participates in the development of University policies and procedures; serves on planning and policymaking committees.
Supervises cashiering operations, including processing payment transactions; applying all student loan disbursements and issuance of student refund checks in compliance with Title IV Cash Management regulations; processing departmental deposits, petty cash reimbursements, and cash advance requests.
Responsible for ensuring key system updates are performed in a timely and accurate manner, including changes to the University's billing and refund tables.
Directs the collection of student accounts and institutional loans, including the review and agency placement of past due accounts. Negotiate terms of settlements with delinquent account holders and borrowers. Develop and monitor metrics to evaluate the effectiveness of collection methods, personnel and agencies.
Oversight for monitoring, billing and reconciliation of MSMU's Student Health Insurance plan. Ensure invoices are reviewed and approved in a timely manner.
Responsible for ensuring Business Office associates comply with all Federal, State, and University regulations related to the privacy of student information.
Provides leadership and vision for technological advancement to meet the operational needs of the Department while ensuring a seamless experience for our students.
Ensures timely communication to MSMU community of deadlines impacting student accounts via email, posts to myMSMU, social media, or other means.
Oversees and understands the important Sponsored Billing relationships for both military and other corporate sponsored students. Ensures appropriate administration of applicable discounts.
Oversees Business Office budget, consistently looking for ways to reduce costs without sacrificing service.
Other duties and special projects as assigned.

15. Participates in and lead various ongoing and temporary committees and teams.
16. Ad-Hoc reporting to VP, AVP or others as requested.
17. Hiring, training and developing direct reports and Bursar's Office Staff.
Strong working knowledge of Bursar operations and interrelationships to other Student Services, as well as, knowledge of finance in a higher education environment.
Knowledge of general accounting concepts and principles related to accounts receivable, student loans, and collection techniques, customer service best practices, automated receivable and cashiering systems, compliance related reporting and regulations, and FERPA privacy laws.

Ability to maintain personal composure in high stress situations as well as establish and maintain effective working relationships with others.
Skilled to define problems, collect data, establish facts, draw valid conclusions and prepare clear, concise reports.
Strong organization and prioritization, negotiation, management, customer service, oral/written communication and interpersonal skills.
Skilled at leading projects and conducting effective and efficient meetings.
Skilled with spreadsheet, word-processing and presentation applications (Excel, Word and PowerPoint). Skilled at solving basic mathematical equations.
Bachelor's Degree in Business Administration or closely related field required.
Four to seven years' experience of full time progressively responsible experience in the administration of student disbursements and accounting, collection or cashiering functions.
Experience must include at least 2 years in a managerial or supervisorial role.
Experience working in an educational institution preferred.
Work Location: Both Chalon Campus (West Los Angeles) and Doheny Campus (Downtown Los Angeles)
