The Virginia Department of Aviation (DOAV) is seeking qualified applicants to fill a vacancy for a Senior Aviation Planner in their agency’s Airport Services Division (ASD). The ASD staff plans and develops the Commonwealth’s air transportation system, provides airport sponsors with a full range of technical assistance (planning, environmental analysis, NAVAID development, land acquisition, intergovernmental coordination, policy development, and the licensing of airports). The prospective candidate must have a well-rounded skillset to include the technical knowledge to thoroughly review airport master plans, environmental studies, terminal building studies, land-use plans and other aviation studies in a demanding work environment. The Agency is seeking a self-starter with the ability to work with little supervision as part of a dynamic team of airport development professionals.
A qualified applicant must have the ability to identify, interpret, and apply FAA and Department of Aviation standards and regulations with regard to funding programs, procedures, and policies as they relate to airport planning, environmental compliance matters, and airport development issues. A high degree of problem solving and critical thinking skills are essential in this position. The ability to effectively communicate via oral and written means to a broad spectrum of audiences, venues, and media is crucial. The Senior Aviation Planner must review, coordinate, and approve airport master plans, environmental impact, and land-use studies. In addition they must review land acquisition requests and conduct analysis of terminal building demand. They must be able to address many facets of public policy issues. The Senior Aviation Planner also serves as a project Grant Administrator and assists sponsors in development of Airport Capital Improvement Plans, The incumbent must conduct specialized system planning projects, coordinate policy issues and manage projects. They must also coordinate with Federal, State, and local governments, agency professionals, airport sponsors, airport managers, consultants and the general public.
