BUSINESS ANALYST III

The City of Oakland is seeking individuals with strong analytical, technical and communication skills who thrive on identifying solutions to business problems. If this describes you, we invite you to apply for the position of Business Analyst III. The Business Analyst III is a city-wide classification and vacancies may occur in various departments throughout the City during the tenure of the eligibility list. Currently, there are three vacancies within the Housing & Community Development Department, Information Technology Department & Oakland Public Works Department.
Under general supervision, the incumbent uses a full range of technical and professional-level skills to lead the analysis, development, implementation and documentation of business operations, processes, systems and workflows; leads quality assurance and acceptance testing activities; documents business processes and provides training to system users; produces complex information reports for management; and performs related duties as assigned.
Housing & Community Development Department: The incumbent will be responsible for optimizing existing applications and data platforms in addition to evaluating process workflows and making recommendations for improvements. Further, the incumbent will use his/her expertise to redesign existing reports and develop and generate new ad hoc reporting for the department.
Information Technology Department: The incumbent will be responsible for identifying business process optimization opportunities when gathering or updating business requirements for assigned projects in the form of user stories and process flows, as well as managing requirements by working closely with the development team, developing test cases and ensuring benefits are realized by tracking requirements through production deployments.
Oakland Public Works Department: The incumbent will be responsible for enhancing existing systems and processes for managing physical infrastructure assets, fleet assets and permit applications in the right of way (e.g., Cityworks, FASuite, Accela), implementing new systems (e.g., project portfolio management for physical infrastructure projects), and related data visualization and reporting.
Requires a Bachelor's degree from an accredited college or university in public or business administration, accounting, finance, information systems, computer science or a related field (a Master's degree in a related field is highly desirable), along with 4 years of progressively responsible experience in complex business process analysis and documentation for a major business function area. Must have good project management, computer/software (including report writer), verbal/written communication, analytical, problem-solving, interpersonal, report generation and presentation skills, as well as knowledge of system development methodologies and CASE tools, quality assurance standards and practices, data modeling and process modeling. Additionally, requires knowledge of principles and practice of Joint Application Development to define business function requirements and the ability to develop data definitions, business rule specifications, identify security constraints and develop supporting documentation.
Professional in Business Analysis (PBA) or any other certification from the Project Management Institute, Certified Business Analysis Professional (CBAP) certification from the International Institute of Business Analysis (IIBA) or other IIBA certifications is highly desirable.
