Provides assistance and support to the City Attorney and City departments including, but not limited to representing the City in judicial and administrative proceedings and advising City officials and staff on legal questions and issues.
Responsible for ensuring City compliance with state, federal, and municipal law, rules and regulations and making recommendations for amendments of the municipal code to ensure compliance. Maintains communication with the City Attorney and other City departments about day-to-day operations and provides written and oral opinions on legal issues as requested.
Drafts ordinances, resolutions, contracts and other documents for review and action; drafts real estate and other legal documents for city staff. Reviews actions filed against the City, serves as a City representative for general legal matters in and out of court, including, but not limited to criminal prosecution and code enforcement, condemnation proceedings and other civil litigation.
Assists in the development of solutions to mixed questions of law and policy including, but not limited to, legal issues arising in the City and/or within City departments.
Attends City meetings as requested by the City Attorney.
Maintains proficiency in relevant legal issues, including knowledge of federal, state and local laws through the review of legal periodicals, caselaw, classes and meetings.
Ensures that the City’s mission, goals and objectives are fully supported and initiated. This includes, but is not limited to, support of the following initiatives: the quality initiative: Mayor/City Council strategies and various other city-sponsored work teams such as Safety, Employee Relations and Wellness.
Performs other duties as assigned.
The City of West Des Moines seeks an individual for the position of Assistant City Attorney with five years minimum experience as a practicing attorney, including a minimum of two years litigation experience (criminal or civil) and one year municipal law experience (with knowledge of zoning law preferred).
The desired candidate will have had exposure to contract negotiation and drafting, real estate transactions and administrative law and will possess the ability to provide a commonsense approach to dispute resolution and mediation of conflict through the use of tact, diplomacy and professionalism.
New graduates will not be considered.
The desired candidate will also possess oral and interpersonal communication skills, including the ability to effectively communicate both verbally and in writing with citizens, elected and appointed officials and city staff in an effective and straightforward manner, while maintaining an understanding of the attorney’s role in a service-orientated municipal organization.
